The aim of the current study is to analyze the neoliberal education in the contemporary capitalism through the Support Program for the Restructuring and Expansion of Brazilian Federal Universities (REUNI - Reestruturação e Expansão das Universidades Federais Brasileiras). The study has analyzed the similarities between the Program's guidelines and the recommendations made by the World Bank to underdeveloped nations between 1994 and 2003. It has also investigated whether the introduction of business management in the Brazilian public higher education has contributed to it, as well as investigated its limits for the effective democratization of culture and for the qualification of higher education. The herein analyzed Program was launched in 2007 in order to restructure the federal higher education institutions and increase the access and adhesion to higher education. The five-year-long program comprised almost all federal universities operating at that time. During this period, significant expansions in this sector took place through the establishment of new universities countrywide and through the implementation of more than 180 undergraduate courses and the opening of almost two thousand new teaching jobs. However, obstacles, such as the low academic community participation in the development of the project in universities and the strictly quantitative goals set by the Ministry of Education (MEC), have contributed to the precariousness of the teaching function and compromised the quality of education. In addition, the result-oriented tools and mechanisms proposed by international organizations, such as the World Bank, have changed the profile and the purpose of public universities, fact that has compromised their autonomy. The sample investigated in the current study the Federal University of Alagoas (UFAL), more specifically the Arapiraca campus allowed concluding that the public policy focused on expanding and restructuring the federal universities has intensified the management of results in public education. Thus, such policy expressed itself as an inverted extension, since it increased the number of jobs, courses and resources, but limited the academic training by reducing its role as a human and scientific training mechanism. Thus, it is expected that the herein presented results will contribute to the expansion of discussions about higher education, as well as encourage further studies related to the expansion process applied to this education modality in the country.
