Autonomia legislativa?: o caso da ALERJ

The state legislature of RJ has been appointed as a more independent parliament in relation to the state executive, able to formulate and approve its own agenda, as well as to fight the governor s preferences through the large number of vetoes that overturns. Although such independence is sometimes credited to external factors, it is worth mentioning the decentralization of decision-making among the internal factors alluded to. Based on data for the period 2003-2014, the thesis aims to deepen the evaluation of the degree of autonomy of the ALERJ, through a descriptive analysis of its leadership and commissions system, as well as the re-signification of the overthrow of vetoes (position of the governmental leader and / or his or her representatives when voting), while seeking to offer an alternative explanation of possible behavioral variations of the institution. The result found is a lower level of institutional autonomy than that suggested by the literature and movements of greater or lesser independence vis-à-vis governments consistent with the dynamics of coalitions. It is argued that the existence of coalitions makes it necessary to reread the executive-legislative relationship in the state, replacing the binomial autonomy-dependency by majority-opposition, and that the eventual certificate of institutional independence depends, in fact, on the dynamics of the state political game.
