After following the university reform process built so far by President Lula (2004 to 2007), we found the debate on the public university education quality, as well as subsequent developments. In 2006 came the proposal of the Universidade Nova, and the Universidade Federal da Bahia (UFBA) great role. Later, in April 2007, it launched the Restructuring and Expansion Program of Brazilian Federal Universities (REUNI). Therefore, this text seeks to articulate the mediations of this process and the relevance of the debate nowadays. The object of study of this thesis is the proposal of professional qualification the REUNI and mediations of this policy in the symbolic representations in the trajectory of students of Federal University of Bahia (UFBA), Interdisciplinary Bachelor degree in health (BIS). The investigations led to the construction of the hypothesis that the proposal for qualification the BIS is very complex, therefore understanding the mediations in question is important. The REUNI is a contradictory program in which historical demands as the restructuring of universities and hiring new teachers are partially met. This is an important facet of the program, but other points, such as the theoretical and methodological parameters, It has proved brittle. Thus, the thesis objectives are: to analyze the theoretical and methodological parameters of the main categories and concepts in professional qualification proposal of REUNI, seizing the reframing these elements acquire; and investigate, through the case study (the course BIS UFBA), the tensions between the proposal of professional qualification, which divides the formation of student groups - not professional - and vocational training under the bias of symbolic representations of students. The central hypothesis of the study indicates that the structure of the course of Interdisciplinary Bachelor degree in health UFBA does not include the concept of professional qualification as a social relation, whose social and political relevance was historically built by the working class. This is manifested in the symbolic representations of the students of this course, in particular the dichotomy between their desires and possibilities of professional performance. The respective hypothesis was confirmed at the conclusion of the investigation. The methodology was qualitative research through the historical dialectical materialist referential, with a partly documentary research and other parties with participant observation and questionnaire.
