Restaurantes populares: ferramenta de política pública sob a perspectiva da segurança alimentar e nutricional

This thesis shows a research that was carried out on the implementation of two Popular Restaurants, located in Maceió/AL, as a public policy, observing if and how Food and Nutrition Security (FNS) is contemplated both with regard to the target audience, and in articulation with the conceptions, principles and guidelines of the National Policy on Food and Nutrition Security. Two foreseen dimensions by this policy were cut out for study: promotion of adequate and healthy eating habits and food and nutritional education. It is a case study, which includes theoretical-bibliographic review, documentary and field research, including interviews with professionals inserted in the teams of both Popular Restaurants and, especially, with customers. The results showed that both studied restaurants reach a significant proportion of people with food insecurity, especially in moderate/severe levels and half of the interviewees with unfavorable economic conditions, which half of the respondents (576 participants) had income of up to one (1) minimum wage. Although the restaurants offer affordable food and meet the regional habits of their customers, the study identified that the quality of meals might have been compromised due to the way the food is being used and by the technique of preparation that may contribute to grievance and nutritional limitations. The results also point to weaknesses in the implementation of some Food and Nutrition Security principles and guidelines, such as the development of intersectoral actions, limitations to incorporate food from family agriculture, and the implantation of a Food and Nutrition Education program. It is concluded that the conducted research showed results to confirm the raised hypothesis, considering that even reaching part of the population in precarious socioeconomic conditions and with food insecurity, the promotion of food and nutritional security is not being completely attended, since it was identified that the quantity and nutritional quality of food might have been compromised, as well as the dimensions of health promotion, nutrition and adequate food are not being fully achieved. The knowledge and analysis of this reality may contribute to further pertinent discussion on the policies focused on Food and Nutrition Security of the population in Alagoas, and may subsidize intervention actions to improve these public spaces as an important tool in the fight against food insecurity in the municipality of Maceió/AL.
