Gêneros e sexualidades no Plano Municipal de Educação de São Gonçalo (2015-2024): disputas, orientações, silenciamentos e desafios

This research analyses the disputes, political conflicts and power relations concerning genders and sexualities in the discourses of preparation and approval of the São Gonçalo Municipal Plan of Education 2015-2014. The work searches to indicate which issues were privileged and silenced in the municipality and think about the challenges and possibilities for a counter-hegemonic education in human right in the city. For this, the final text of the V Municipal Conference about Education in São Gonçalo, the amendments done by the councilors to this text and the video of the Educational Plan public hearing were considered as source of research. In this process, it was noticed a knowledge-power game between the defenders of a public education related to the appreciation of differences and combat of associated ways of exclusion, discrimination, prejudice and violence, and representatives of the legislative close to private neoliberal educational politics aligned with a Judeo-Christian morality. Despite the interdiction attempts to the issues of genders and sexualities in the law, this research suggests the defense of the counter-hegemonic debates about genders and sexualities in the São Gonçalo’s schools based on some leads present in the very text of the São Gonçalo Municipal Plan of Education 2015-2024.
