Brazilian social security system, organized under a predominantly Bismarckian model and, therefore, based on formal and traditional work, was not able to achieve the ideal of universality of coverage aimed by the Constitution (article 194). Furthermore, the situation of workers, from the perspective of social security protection in such system, tends to worsen due to the new morphology of work, especially due to the enhance of post-fordist models of work organisatsion after the economic crisis that took place in the 1970s, which has been distancing workers from the typical indefinite formal full-time employment contract. Added to this problem is the immense informality, a structural problem in our labor market. In this context, this research aims to analyze the main challenges imposed for an effective social security coverage of the working class and, finally, to propose a model that can address this problem. Based on several variations of the multi-pillar model presented by the World Bank in 1994, a proposal is made with emphasis on a first public and universal coverage pillar, as it is precisely the measure with the greatest aptitude to achieve the desired coverage.
