Habitação e Serviço Social: das origens ao trabalho social no Programa Minha Casa Minha Vida (PMCMV)

Resumo: | This dissertation, through documental and bibliographical research in the journal magazine "Social Work and Society", books written by social workers of the housing field, with which organize the collection, from the great analysis of themes rating: popular participation , community mobilization, public education, social services, housing and urban issues. In addition, we use as empirical materials, research conducted by universities in PMCMV the developments on the periphery of the process of housing, housing conditions and urban integration of housing projects and assessment of social work in these condominiums sample form confirmed the working hypothesis. This hypothesis came from the assertion that, despite the theoretical and practical critique and political ideology the profession developed in its historical trajectory, about the size of social control of professional practice, the current socio-institutional requests the PMCMV on the work of social workers express contradictory movement updating of the social control functions of urban poor working families, the social context of housing and social reproduction of the labor force. We emphasize that such contradictory movement is especially determined by three processes: 1) Deepening the historical pattern of segregated production and large-scale social housing; 2) the development of standardization strategies, control and bureaucratization of social work to guarantee the social integration function of the population rules and PMCMV standards; 3) The focus of the selection criteria and ranking of social demand for housing. Thus, the research allowed to state that the PMCMV presents a "new housing production pace," reaffirming the trends of existing peripheries in the territory, without breaking with the traits of Brazilian precarious urbanization. It appears that the process of social segregation intensifies when the public the enterprises is more vulnerable, with the costs of maintenance difficulties inherent in a formal housing, before unknown to the way of life itself occupations in informal areas. With regard to social work in PMCMV condos, the Ministry of Cities, with excess regulation and changes in legislation on social work, have shown standardization strategies and coding professional practice to allow the EFC to "measure" the social work to then approve it or not, pay it or not. This affects the restriction of autonomy and creativity methodologies and work proposals of social teams of municipalities and companies that become limited, emphasizing work processes more bureaucratic and technified, unlike what was experienced at other times of our historical trajectory in this field. However, we inscribe this contradiction as a political process in which the social worker is the subject of history and the transformation of this condition runs through an organizational process of the professional category. |

Além disso, utilizamos como materiais empíricos, pesquisas realizadas por universidades em empreendimentos do PMCMV sobre o processo de periferização das moradias, condições de moradia e inserção urbana dos projetos habitacionais e avaliação do trabalho social desenvolvido nesses condomínios de forma amostral permitiu confirmar a hipótese de trabalho. Tal hipótese partiu da afirmação de que, não obstante a crítica teórico-prática e ideopolítica da profissão, desenvolvida em sua trajetória histórica, acerca da dimensão de controle social do exercício profissional, as requisições socioinstitucionais atuais do PMCMV sobre o trabalho do assistente social expressam o movimento contraditório de reatualização das funções de controle social das famílias trabalhadoras pobres urbanas, no contexto social da moradia e da reprodução social da força de trabalho. Ressaltamos que tal movimento contraditório é especialmente determinado por três processos: 1) O aprofundamento do padrão histórico de produção segregada e em larga escala da moradia social; 2) O desenvolvimento de estratégias de normatização, controle e burocratização do trabalho social para a garantia da função de integração social da população às regras e normas do PMCMV; 3) A focalização dos critérios de seleção e hierarquização de demanda social por moradia. Dessa maneira, a pesquisa possibilitou afirmar que o PMCMV apresenta um “novo ritmo de produção de moradia”, reafirmando as tendências de periferização já existentes no território, sem romper com os traços da urbanização precária brasileira. Verifica-se que o processo de segregação social se acirra quando o público dos empreendimentos é mais vulnerável, apresentando dificuldades de manutenção dos custos inerentes à uma habitação formal, antes desconhecidas pelo modo de vida próprio de ocupações em territórios informais. No que se refere ao trabalho social desenvolvido nos condomínios do PMCMV, o Ministério das Cidades, com o excesso de normatização e mudanças na legislação sobre o trabalho social, vêm apresentando estratégias de padronização e codificação da prática profissional que permitam à CEF “medir” o trabalho social para, então, aprová-lo ou não, pagá-lo ou não. Isto repercute na restrição da autonomia e criatividade nas metodologias e propostas de trabalho das equipes sociais das prefeituras e empresas que se tornam limitadas, enfatizando processos de trabalho mais burocráticos e tecnificados, diferentemente do que fora experimentado em outros momentos da nossa trajetória histórica neste campo.
