Problemas de arquitetura institucional: de que são feitos os colegiados?

This dissertation aims to study the foundations of the institutional architecture of collegiate bodies existing in the Brazilian administration. The design of these organisms based on subjective plurality still does not seem to have received adequate attention from the Brazilian specialized literature. The general objective of this work is to present a comprehensive view on the formation and functioning of a collegiate as a unique architectural complex, offering a taxonomy that allows the development of academic debate on the problems of institutional architecture. This exhibition will endeavor to detail the main aspects involved in the creation and reform of collegiate bodies. For this, thirteen structural factors will be covered, four in the macrostructure, six in the organic microstructure and three in the procedural microstructure, all related to each other. The route will include the examination of several national and foreign regulatory sources, illustrating each of the categories treated. Along the same lines, the present work will re-discuss several dogmas rooted in conventional wisdom that usually limit, without empirical support, the options of design by the institutional architect. Institutional experimentalism seems to be the most appropriate way to provide creative models that can respond efficiently to changes in the social system in which these collegiate groups are founded.
