Interações estratégicas para o desenvolvimento e vantagens institucionais: o caso do CDES

Resumo: | The CDES was designed to play a purposeful and articulation role for a development project through social dialogue. Doing so, CDES would make possible strategic interactions for development and could be settled as an institutional advantage. The thesis investigates whether the Council has played this role in Brazilian political economy over the eight years of the Lula government by analyzing contextual dimensions and institutional learning. It is observed that since its creation in 2003 until the end of the second Lula government, CDES has been an important arena for dialogue on development and showed significant fluctuations in intensity and form of debate over the years. It is possible to note the nuances guided by political and economic context and the institutional maturing process, in the analysis of each phase of CDES the creation and structuring, in Lula's first term, and institutional strengthening with intermittent strategic interactions in the second. At the stage of the beginning (2002-2004) there is concern about the spread of the culture of consultation, the need for greater institutional dynamics by the participants and the articulation of key players of the new coalition, in a context of weak governance of the first left-wing government elected in Brazil. The following period (2005-2006), the structuring of the Council took place in a delicate political situation. Despite the difficulties, it was a period of institutional maturity, deepening the diagnosis of the importance of a common plan for development. In the third phase (2007-2010), in Lula's second term, the ideas gestated in CDES gained more dynamism with the two-way flow between the government and participants expanding to other areas of government. This Council s phase took place in a changing context of PT's strategy of the composition of its governing coalition and was characterized by a strong intensification of the activities and for fruitful strategic interactions during the 2008 crisis. Despite the coordination unprecedented and visibility in government in 2009, there was a rapid dismantling of the established dynamic during 2010. It is pointed out as the main legacy of the CDES the change in perspective of the participants about the importance of directing the debate to national issue in spite of sectoral ones. |

Se assim o fizesse, o CDES viabilizaria interações estratégicas para o desenvolvimento e poderia se conformar como uma vantagem institucional. A tese investiga se o Conselho desempenhou este papel na economia política brasileira ao longo dos oito anos do governo Lula por meio da análise de dimensões contextuais e do aprendizado institucional. Observa-se que, desde a sua criação, em 2003, até o final do segundo governo Lula, o CDES foi uma importante arena de diálogo sobre o desenvolvimento, apresentando oscilações significativas quanto à intensidade e à forma de debate ao longo do tempo. Na análise de cada fase do CDES a criação e a estruturação, no primeiro mandato de Lula, e o fortalecimento institucional com interações estratégicas intermitentes no segundo , é possível notar as nuances pautadas pelo contexto político e econômico e pelo processo de amadurecimento institucional. Na criação (2002-2004), em um contexto de frágil governabilidade do primeiro governo de esquerda eleito no Brasil, destaca-se a preocupação com a difusão da cultura de concertação, a ânsia por maior dinamicidade institucional por parte dos conselheiros e a aglutinação de atores-chave da nova coalização. O período seguinte (2005-2006), de estruturação do Conselho, deu-se em uma conjuntura política delicada. A despeito das dificuldades, foi um período de amadurecimento institucional, com aprofundamento do diagnóstico sobre a necessidade de um plano comum para o desenvolvimento. Na terceira fase (2007-2010), no segundo governo Lula, as ideias gestadas no interior do CDES ganharam mais dinamicidade, com maior alcance externo e com o fluxo de mão dupla entre governo e conselheiros se ampliando para as demais áreas do governo. Essa fase do Conselho se deu no contexto de mudança estratégica do PT na composição de sua base aliada e foi marcada por um forte adensamento das atividades e por interações estratégicas profícuas durante a crise de 2008.
