The National Policy on Solid Waste (NPSW), Law number 12.305/ 2010, is very important for the management of solid waste in Brazil. In addition to emphasizing the adoption of practices such as reduction, reuse and recycling and the implementation of reverse logistics, set deadlines for the elimination of landfills, and for states, Federal District and municipalities prepare their respective management plans. Brought great expectations with responsibility, especially on the municipalities, which have been facing a lot of difficulties for implementation of this law, be they financial, technical and operational. Studies on its implementation are important, though scarce, including Rio de Janeiro. This study aims to analyze the municipal management of solid urban waste in Japeri in the light of NPSW. Japeri is one of the poorest municipalities in Rio de Janeiro. For this study were carried out bibliographic research, documentary analysis, interviews with municipal managers and a focus group composed of representatives of the population. The situation was found: dump closed, prepared remediation project, but without recourse to its implementation; selective collection with implemented social inclusion; Municipal Plan for Integrated Waste Management in preparation; reverse logistics chains unimplemented. It was concluded that the municipality partially meets the law. Bureaucracy, the dependence of the state agency, the shortage of financial resources and the difficulty of engaging actively in society in the integrated waste management are challenges for the implementation of the NPSW.
