This investigation offers a critical analysis of the effectiveness of the UAB System and its underlying practices in the different conceptions of the Brazilian social space; it aims to discuss how the policy of expansion and internalization has been carried out; it also discusses, having its focus on the UAB poles, the functionality of normative acts, the identification of the effects of policy actions adopted and the analysis of the effectiveness of the UAB system, with a view to meeting the demand of regional vocations within the Brazilian territory. The methodological basis of this study included documentary research available in the archives of the institutions of execution and control. The sources of this study, collection, preparation and analysis were performed, considering the information available as from 2008. The model implemented by UAB was questioned when it was argued that such model is important for strengthening the production of exclusive social spaces, as well as the fact that the current DL (Distance Learning) model adopted by UAB shows possible malfunctions in the dynamics of the current system and, considering Brazilian regional vocations for the Brazilian educational balance, if the UAB articulation between the three levels of government is appropriate for academic quality and sustainability of the social commitment of EAD (Distance Learning). The results obtained in the research revealed that the courses offered at the poles do not meet the effectiveness of regional demands. One may think that the model implemented is crucial in strengthening the production of social excluding spaces and the current system shows dysfunctions in the current implementation dynamics.
