The work presented herein is to analyze the exercise of professional social workers in an emergency large city of Rio de Janeiro. The importance of this analysis falls within the health centrality achieved in the constitution of Brazilian citizenship after the 1988 Constitution. This document assured health as a right of all and duty of the state, but the political and economic conditions began in the '90s and deepened in the 2000s, led by Contrarreformastate, impose limits on the materialization of health policy advocated by the Health System making it impossible for this to be implemented in accordance with the new design. What we see in 2000 is a health policy focused on emergency care, which abandoned the dimension of prevention and health promotion and moves away gradually the principle of universality. In this context of adversity and limiting access and service fits the Social Worker. Our goal is to outline the financial professional, we analyzed in order to identify possibilities for realization of the ethical-political professional in such adverse conditions and contrary to those that guided the dialogue between social work and health in the '80s. Therefore this paper seeks to provide elements that allow us to understand not only the internal dynamics of the Hospital under study, as well as health policy in its entirety, in addition to identifying the potential of the surrounding network. In this perspective, we seek to understand the dynamics of the Health Councils and configuration acquired by them in times of restricted rights, scrapping and dismantling of public health. Our studies indicate that possibilities of professional congruent with Project Ethical-Political professionals are placed in reality imiscuídas the difficulties imposed by the environment and can only be grasped from the perspective of a collective work in health.
