Hegemonia, operações de paz e o Brasil: Presença e atuação na MINUSTAH

This dissertation aims to investigate the ways in which Brazil's role in the United Nations Stabilization Mission in Haiti (MINUSTAH) has reproduced conventional modes of intervention, linked to the so-called “liberal peace” and, more recently, to “stabilization”. The paper starts from the premise that both elements linked to the logic of “liberal peace” and factors more related to the "stabilization" agenda that guides contemporary multidimensional operations are part of a capitalist structure that favors specific political and economic interests of state and non-state actors located in the so-called Global North. In the context of Brazil’s activism with peace operations in the 21st century, whose central symbol was its actions in Haiti, we question how Brazil's actions in MINUSTAH, intended as alternative and innovative, contributed to the reproduction of conventional processes of intervention in peace operations. The hypothesis of this research is that Brazil's role in MINUSTAH, even though it proposed to innovate through a “Brazilian way”, reproduced conventional processes of intervention through the intense use of force and support for the construction of a liberal-democratic state, contributing to the hegemonic maintenance of the neoliberal capitalist historical structure. The work is exploratory in nature and mostly qualitative, elaborating arguments both through bibliographical and documentary research, based on analyses of speeches by Brazilian officials who served on MINUSTAH, UN resolutions, scientific articles, books, and reports.
