The credit installation and the quality of life of seating in the Cearense Semiarid: reflections on public policies for rural development

Resumo: This essay aims to contribute to the current debate on contemporary rural development strategies in Brazil. It comes from bibliographic review and participant observation of the researcher in the dynamics of rural settlements in the Sertões de Canindé territory, located in the Semi-arid Cearense, between the years of 2012 to 2017. In the first section, we present the semi-arid territory of Ceará, where we also discuss the concept of territory used in the article. Next, we discuss the process of conservative modernization experienced in the Northeast, which influenced the dual character of public policies in the countryside, from the emergence of SUDENE to the current existence of two Ministries to deal with the Brazilian rural. In the third part, we present the credit facility, the public policy directed to the beneficiaries of the agrarian reform program for the purpose of installation and support to the beginning of productive activities of the settled families. We point out reflections on the processes of development and expansion of the freedoms and capacities of the subjects and the relation of access to credit with the improvement in the quality of life of the beneficiaries. The study points out the challenge, in the approaches on quality of life, to build social indicators from the subjects, listing what is important from their worldview.

Es oriundo de revisión bibliográfica y de observación participante de la investigadora en las dinámicas de los asentamientos rurales en el territorio Sertões de Canindé, localizado en el Semiárido Cearense, entre los años de 2012 a 2017. En la primera sección, presentamos el territorio semiárido cearense, donde también discordamos sobre la concepción de territorio utilizada en el artí­culo. A continuación, discutimos sobre el proceso de modernización conservadora vivenciada en el Nordeste, que influenció el carácter dual de las polí­ticas públicas presentes en el campo, del surgimiento de la SUDENE a la existencia actual de dos Ministerios para tratar del rural brasileño. En la tercera parte presentamos la credito instalación, polí­tica pública dirigida a los beneficiarios del programa de reforma agraria con fines de instalación y apoyo al inicio de las actividades productivas de las familias asentadas. Se plantean reflexiones sobre los procesos de desarrollo y de expansión de las libertades y capacidades de los sujetos y la relación del acceso al crédito con la mejora en la calidad de vida de los beneficiarios. El estudio apunta el desafí­o, en los enfoques sobre calidad de vida, de construir indicadores sociales a partir de los sujetos, enumerando lo que es importante a partir de su visión del mundo.O presente ensaio visa contribuir para o atual debate em torno das estratégias contemporâneas de desenvolvimento rural no Brasil. É oriundo de revisão bibliográfica e de observação participante da pesquisadora nas dinâmicas dos assentamentos rurais no território Sertões de Canindé, localizado no Semiárido cearense, entre os anos de 2012 a 2017. Na primeira seção, apresentamos o território Semiárido cearense, onde também discorremos sobre a concepção de território utilizada no artigo. Em seguida, discutimos sobre o processo de modernização conservadora vivenciado no Nordeste, que influenciou o caráter dual das polí­ticas públicas presentes no campo, do surgimento da SUDENE à existência atual de dois Ministérios para tratar do rural brasileiro. Na terceira parte apresentamos o crédito instalação, polí­tica pública direcionada aos beneficiários do programa de reforma agrária com fins de instalação e apoio ao iní­cio das atividades produtivas das famí­lias assentadas. Apontamos reflexões sobre os processos de desenvolvimento e de expansão das liberdades e capacidades dos sujeitos e a relação do acesso ao crédito com a melhoria na qualidade de vida dos beneficiários.
