Vulnerability, urban expansion and perspectives before the on climate changes in Praia Grande-SP

Resumo: The present urbanization process and the population's vulnerability are prominent issues approached in a number of studies regarding climate changes. This essay aims at creating vulnerability profiles based on residences in three districts (Ribeirópolis, Santa Marina and Antártica) which became urban expansion areas in the city of Praia Grande. Besides, it shows how such profiles relate to possible hazards caused by climate changes. In order to do so, special emphasis is given to those districts' participation in the city's socio spatial dynamics, through analysis of the population's social, economical, and demographic characteristics. The profiles' descriptions were based on the "Grade of Membership" (GoM) and the 2010 Demographic Census. The results indicate a model of social exclusion that presents households served by basic services and urban infrastructure and also households not covered by such services and basic infrastructure. Thus, in Praia Grande, economic growth and the expansion of the urban spot were not able to promote a significant improvement in the living conditions of the population living in the areas of urban expansion. The socio-spatial inequalities observed in these areas reflect different vulnerabilities among the domiciles surveyed, causing difficulties to mobilize resources in situations of coping with dangers.

Las discusiones acerca de los cambios climáticos, el recién proceso de urbanización y la vulnerabilidad de la población son temas emergentes y objetos de análisis en muchos estudios. Este artí­culo objetiva construir perfiles de vulnerabilidad de las viviendas de tres barrios (Ribeirópolis, Santa Marina y Antártica) que se caracterizam como áreas de ensanche en el municipio de Praia Grande. Además, relacionamos estos perfiles a los riesgo y los peligros que los cambios climáticos pueden generar. Para eso, destacamos el rol de los barrios en la dinámica socioespacial del municipio, analizando las caracterí­sticas sociales, económicas y demográficas de la población. Para la construcción de los perfiles utilizamos el método Grade of Membership (GoM) y los datos de la muestra del Censo Demográfico de 2010. Los resultados indican un modelo de exclusión que presenta viviendas atendidas por servicios básicos y pela infraestructura urbana y también domicilios no contemplados por tales servicios e infraestructura básica. Así­, en Praia Grande, el crecimiento económico y la expansión de la mancha urbana no fueron capaces de promover significativa mejora en las condiciones de vivienda de la población de las áreas de expansión urbana. Las desigualdades socioespaciales verificadas en esta área reflejan diferentes vulnerabilidades entre las viviendas investigadas, aportando dificultades para movilizar recursos en situaciones de enfrentamiento de los peligros. Nas discussões acerca das mudanças climáticas, o processo recente de urbanização e a vulnerabilidade da população são temas emergentes e objetos de análise de muitos estudos. Este artigo objetiva construir perfis de vulnerabilidade dos domicí­lios em três bairros (Ribeirópolis, Santa Marina e Antártica) que se caracterizam como áreas de expansão urbana no municí­pio de Praia Grande. Além disso, procura-se relacionar tais perfis aos riscos e perigos que as mudanças climáticas podem ocasionar. Para tanto, ressalta-se o papel desses bairros na dinâmica socioespacial do municí­pio, analisando as caracterí­sticas sociais, econômicas e demográficas da população. Para o delineamento dos perfis foram utilizados o método Grade of Membership (GoM) e os dados da amostra do Censo Demográfico de 2010. Os resultados indicam um modelo de exclusão social que apresenta domicí­lios atendidos pelos serviços básicos e pela infraestrutura urbana e também domicí­lios não contemplados por tais serviços e infraestrutura básica. Assim, em Praia Grande, o crescimento econômico e a expansão da mancha urbana não foram capazes de promover significativa melhoria nas condições de moradia das populações residentes nas áreas de expansão urbana.
