Participatory methodology for strategic planning of the rural communities of José da Penha/RN

Resumo: This work is a study on strategic planning in family agriculture, with the objective of investigating the potential forces and the different problems that interfere in the process of development of family agriculture in the rural communities of José da Penha-RN. To do so, the methodology consists, initially, in the literature review seeking the theoretical support in authors such as, Buarque (2008), Mello (2007), Pedroso (2009), Silva (2006), among others. In order to identify the potentialities and problems of the rural communities of José da Penha/RN, the Participatory Rapid Diagnosis (PRD) was carried out through workshops with 22 social subjects, representing the institutions nongovernmental organizations and local public authorities. The data were organized and systematized through the Strengths-Opportunities-Weaknesses-Threats (SOWT) model, which presented the socioeconomic and environmental aspects that are directly related to the planning process of the rural communities in the municipality. The results obtained showed that the participatory planning process is essential for municipal decision-making. Finally, the socioeconomic and environmental model S-O-W-T was constructed, taking into account the results of the workshops. Thus, we can see that there are many challenges for family agriculture, and that the use of these methodologies can become a planning instrument for managers of different organizations, governmental or not, in the municipality of José da Penha/RN, thinking about policies of development based on local sustainability.

Para ello, la metodologí­a consistió, inicialmente, en la revisión de literatura buscando el soporte teórico en autores como Bellen (2006), Buarque (2004), Mello (2007), Pedroso (2009), Silva (2006), entre otros. En el caso de las comunidades rurales de José da Penha/RN, se realizó el Diagnóstico Rápido Participativo (DRP), a través de talleres de trabajo con 22 sujetos sociales, siendo estos representantes de las instituciones rurales no gubernamentales y del poder público local. Los datos fueron organizados y sistematizados a través del modelo de las FortalezasOportunidades-Fraquezas-Amenazas (FOFA), donde se presentaron los aspectos socioeconómicos y ambientales que están directamente relacionados al proceso de planificación de las comunidades rurales del municipio. Los resultados obtenidos mostraron que el proceso de planificación participativa es esencial para las tomas de decisiones del municipio. Por último, se construyó el modelo socioeconómico y ambiental (F-O-F-A), teniendo en cuenta los resultados de los talleres de trabajo. De este modo, podemos percibir que existen muchos desafí­os para la agricultura familiar, y que la utilización de esas metodologí­as puede convertirse en un instrumento de planificación para gestores de diferentes organizaciones, gubernamentales o no, en el municipio de José da Penha/RN, pensando en polí­ticas de gestión desarrollo rural basadas en la sostenibilidad local.Este trabalho se constitui em um estudo sobre o planejamento estratégico na agricultura familiar, com o objetivo de investigar as forças potencializadoras e as diferentes problemáticas que interferem no processo de desenvolvimento da agricultura familiar nas comunidades rurais do municí­pio de José da Penha/RN. Para tanto, a metodologia consistiu, inicialmente, na revisão da literatura, na qual buscou-se como suporte teórico os autores Bellen (2006), Buarque (2008), Mello (2007), Pedroso (2009), Silva (2006), entre outros. Ao compreender a importância da participação dos sujeitos sociais, para a identificação das potencialidades e das problemáticas em comunidades rurais de José da Penha/RN, foi realizado o Diagnóstico Rápido Participativo (DRP), através de oficinas de trabalho com 22 sujeitos sociais, sendo esses representantes das instituições não-governamentais e do poder público local. Os dados foram organizados e sistematizados através do modelo das Fortalezas-Oportunidades-Fraquezas-Ameaças (FOFA), onde foram apresentados os aspectos socioeconômicos e ambientais que estão diretamente relacionados ao processo de planejamento dessas comunidades do municí­pio. Os resultados obtidos mostraram que o processo de planejamento participativo é essencial para as tomadas de decisões da cidade. Por fim, foi construí­do o modelo socioeconômico e ambiental F-O-F-A, levando em consideração os resultados das oficinas de trabalho.
