Resumo: | The imbolistic speculation in the great cities and metropolises is the cause of the opulational densification, in addition to numerous other problems, both structurally and socially. One of the most frequent is the appropriation of places unsuitable for housing, usually by the low-income population. Based on this, it is noticed that often the occupied areas need to be expropriated due to the existence of risks for this population, as well as being public and / or private areas, triggering the reintegration of possession. In this way, government representatives are seeking, through the implementation of housing policies, to remove this population from those locations that are considered inappropriate. Based on this, the present work has as general objective, the analysis of the popular housing condominium Residencial Zilda Arns, located in the municipality of Santa Maria / RS / Brazil to understand the performance of government policies towards the basic needs of its low income population. Social development.A especulação imboliária nas grandes cidades e metrópoles é causadora do adensamento opulacional, além de inúmeros outros problemas, tanto em âmbito estrutural quanto social. Um dos mais ocorrentes, é a apropriação de locais impróprios para moradia, geralmente pela população de baixa renda. Com base nisso, percebe-se que muitas vezes as áreas ocupadas, precisam ser desapropriadas devido a existência de riscos para esta população, bem como por serem áreas públicas e/ou privadas, desencadeando a reintegração de posse. Deste modo, os representantes governamentais estão buscando, por meio de implantação de políticas de moradia, remover essa população dessas localidades que são consideradas inapropriadas. Apoiado nisso, o presente trabalho tem como objetivo geral, a análise do condomínio de moradia popular Residencial Zilda Arns, localizado no município de Santa Maria/RS/Brasil para compreender a atuação das políticas governamentais frente as necessidades básicas da sua população de baixa renda. Desenvolvimento social.La especulación inmboliaria en las grandes ciudades y metrópolis es causante del adensamiento poblacional, además de innumerables otros problemas, tanto en ámbito estructural y social. Uno de los más ocurridos, es la apropiación de lugares impropios para la vivienda, generalmente por la población de bajos ingresos. Con base en ello, se percibe que muchas veces las áreas ocupadas, necesitan ser desapropiadas debido a la existencia de riesgos para esta población, así como por ser áreas públicas y / o privadas, desencadenando la reintegración de posesión. De este modo, los representantes gubernamentales están buscando, por medio de implantación de políticas de vivienda, remover esa población de esas localidades que son consideradas inapropiadas. El objetivo de este trabajo es el análisis del condominio de vivienda popular Residencial Zilda Arns, ubicado en el municipio de Santa Maria / RS / Brasil para comprender la actuación de las políticas gubernamentales frente a las necesidades básicas de su población de bajos ingresos.
