The purpose of this qualitative article was to identify the representations maintained by members of the Municipal Tourism Council of Juiz de Fora (Comtur) about the essence of tourist activity in the city and about key attributes of the agency. Evidence points out that event and business tourism is the most significant modality in the municipality. The main positive outcome of the activity is the generation of revenues and negative externalities are imperceptible. In relation to Comtur, its essential role is, in fact, the integration of the links in the chain. Its effectiveness towards this purpose has been increasing. Its governance rules, adjusted to the reality of participation, are seen as adequate; its deliberative process is marked by the role of a small, but relatively cohesive, set of advisers and, finally, its relations with society and with local powers are as good as the demonstration of power that Comtur is able to express
