State cofinancing of social assistance: a study of the state of Mato Grosso from 2017 to 2020

The present work sought to understand, among the legal prerogatives, how the State Social Assistance Fund (FEAS) of Mato Grosso played its role as co-financier of the policy in the period from 2017 to 2020. To this end, it sought to characterize the state co-financing operated by the Fund State of Social Assistance in the state of Mato Grosso from 2017 to 2020, study and understand how the State of Mato Grosso carried out its transfer of state co-financing of Social Assistance to municipalities in the period from 2017 to 2020 and, finally, understand the legal parameters on the financing of Social Assistance in Mato Grosso. The research is qualitative, of the descriptive and bibliographic type, and used the documental one, with renowned authors on the subject, official documents and reports made available by the State Department of Social Assistance and Citizenship of Mato Grosso. As a result, the state of Mato Grosso has transferred the co-financing, but with irregularity and not automaticity, since the resources were transferred in arrears, entered in outstanding amounts payable and affected the execution of the planning and budget.
