This work is due to the interest in studying a historical aspect, in which its relevance to the scientific society in general, is highly useful, since it is a case study of a character who, according to Hannah Arendt, has common characteristics to anyone in any communities. In addition, this study aims to study the participation of Public Relations professionals, during the dictatorial government in Brazil, through AERP. It is known that professionals played an important role, aligned with the military, as they contributed to the control of public opinion and the enhancement of the government's image. The problem that we seek to analyze is inserted between the ethical conflict of the profession in collaborating with a dictatorial regime. In addition, this study demonstrates how the media act, whose objective is to reach the masses; makes public relations function visible in an international scenario; it demonstrates vast historical content, in which it focuses on this specific point of the “Nazi architect” judgment, but it is not restricted to the judgment itself; inserts the importance of a Brazilian in the international scenario and, finally, reveals to us that a common subject is capable of committing the greatest atrocities in the name of an ideology, fanaticism and / or principle, if there is no conscience to discern the right or wrong. For this reason, the importance of ethical judgment on people, so that they do not fall into the “banality of evil”. Therefore, this study, besides making a historical analysis of the fact, proposes the importance of preserving ethics. In addition, it demonstrates that ethics must be an awareness tool to achieve excellence.
