Os Carcarás: política e sociedade na cidade de Jacobina (1966-1973)

Em 1930, Francisco Rocha Pires construía e, ao mesmo tempo, consolidava a sua liderança em dois níveis de poder. Na cidade de Jacobina, indicava e elegia para o Poder Executivo aqueles que seriam os prefeitos. Eram parentes, amigos e pessoas que desfrutavam da sua confiança. Na Assembleia Legislativa, ocupava um dos assentos e colecionou, em quase 50 anos de vida pública, oito legislaturas. Em meados dos anos 60 essa situação começou a sofrer algumas alterações. Fernando Daltro, primo em segundo grau do deputado, depois de aguardar a sua indicação para disputar as eleições municipais percebeu, aos poucos, que a liderança não seguiria a sequência de colocar os parentes no posto mais alto da esfera de poder local. A ruptura seria, então, a sua única saída. É a história do rompimento e das razões que movimentaram essa decisão que trata esse estudo. Não sem antes apreender os primeiros cenários da consagrada liderança de Francisco Rocha Pires identificando o seu lugar e trânsito nos espaços políticos costurando alianças e alinhando-se aos grandes nomes da história política da Bahia. A cisão daquele ano de 1966 teria alguns desdobramentos. Entre eles, a formação e posterior consolidação dos Carcarás, como ficariam conhecidos, na cidade de Jacobina, os integrantes e simpatizantes do grupo liderado por Fernando Daltro. A sua vitória, em 1970, teve grandes significados. Derrotar, nas urnas, a hegemonia de Chico Rocha permitiu que o grupo falasse em mudança e alteração nos quadros políticos locais. A dissertação recua e avança para melhor compreender os lugares que esses sujeitos assumiram em todo processo. Enfoca diversos aspectos que possibilitaram a ascensão de “novas” lideranças e o declínio de “antigas” forças políticas na cidade de Jacobina como chave para compreensão da dinâmica política local.In 1930, Francisco Rocha Pires was building and at the same time, consolidating his leadership in two levels of power. In the city of Jacobina, he nominated and elected the ones who would become Mayors. Those were relatives, friends and people who benefit from his trust. At the Legislative Assembly, possessed one of the seats and accumulated, in almost 50 years of public life, eight legislatures. By the 1960´s the situation started to change. Fernando Daltro, the deputy´s cousin in second degree, after await his nomination to run the municipal elections, gradually realized that the leadership would not follow the order of placing relatives on the highest positions of local power. The rupture, then, would be the only way. This study deals with the history of the rupture and the reasons that moved this decision. Not without taking into consideration the first scenarios of Francisco Rocha Pires´ acclaimed leadership, identifying his position and passage in the political spaces, building alliances and equalizing his name among the great names of political history of Bahia. The division on the year of 1966 would have some developments. To name a few,the origin and later consolidation of the Carcarás, as they became known in the city of Jacobina, the members and group supporters led by Fernando Daltro. His victory in 1970, had great significance. To defeat, with popular vote, Chico Rocha´s hegemony made possible for the group to discuss changes on the local political situation. The dissertation goes back and returns for a better understanding of the places that those men had along the process. It focus on many aspects that enabled the rising of “new” leaderships and the decline of “old” political forces in the city of Jacobina, as the key to comprehension of the dynamics of local politics.
