Resumo: The municipality of Varginha-MG received R$ 929,625.40 through Federal Law o. 14,017/2020, entitled Aldir Blanc Law (LAB). The present study aims to analyze the application of these resources at the municipal level in the years 2020 and 2021. Of a descriptive nature, the research used the collection of quantitative data, in addition to questionnaires. Among the results, it was evidenced that 99.2% of the amount received was distributed in two public notices, directly benefiting 260 applicants. The music sector represented 50.8% of the beneficiaries. Through the questionnaires, it was identified that 54.1% used the resources to pay bills. For 93.2%, the allocation of federal resources in the coming years should follow the LAB model. The present research emphasized the evaluation stage in the public policy formulation cycle.

O presente estudo tem como objetivo analisar a aplicação desses recursos em âmbito municipal nos anos de 2020 e 2021. De caráter descritivo, a pesquisa utilizou a coleta de dados quantitativos, além de questionários. Dentre os resultados, evidenciou-se que 99,2% do valor recebido foi distribuído em dois editais, beneficiando diretamente 260 proponentes. O setor de música representou 50,8% dos beneficiados. Pelos questionários, identificou-se que 54,1% utilizaram os recursos para o pagamento de contas. Para 93,2%, a destinação de recursos federais nos próximos anos deveria seguir o modelo da LAB.
