Model of Analysis of Results of Public Policy of Incentive to the Development and Consolidation of Technological Innovation Nuclei

Resumo: Innovation is fundamental to competitiveness and development; therefore, to have a consolidated innovation system, composed of efficient and active institutions in the process of stimulating and developing innovation, becomes essential. In this sense, there is an attempt by the Brazilian State to encourage and consolidate the innovative culture and to support the creation and strengthening of agents participating in the innovation system. Among these agents, the technology transfer offices (TTO) have been increasingly recognized as one of the key elements for the innovative activity and for the process of technology transfer. Corroborating with this assertion, the new legal framework, Law nº 13,243, of January 11, 2016, extended the TTO competencies. Added to this fact is the incentive of the development agencies to encourage the creation, structuring, consolidation, and training of the TTO teams. Through a bibliographical and documentary review, this work aims to propose a model of analysis of public policy actions to support the implementation and development of TTO. The model had its indicators inspired by the evaluation model of Giovanni (2009), the Model of Excellence in Public Management and the best practices for TTO management presented by Santos (2009).

Nesse sentido, verifica-se uma tentativa do Estado brasileiro de incentivar e consolidar a cultura inovativa e apoiar a criação e fortalecimento de agentes participantes do sistema de inovação. Entre esses agentes, os núcleos de inovação tecnológica (NITs) vêm sendo cada vez mais reconhecidos como um dos elementos-chave para a atividade inovativa e o processo de transferência de tecnologia. Corroborando com essa afirmação, o novo marco legal, Lei nº 13.243, de 11 de janeiro de 2016, ampliou as competências dos NITs. Junta-se a esse fato, o incentivo das agências de fomento para a criação, estruturação, consolidação, e capacitação das equipes dos NITs. Por meio de revisão bibliográfica e documental, este trabalho tem como objetivo propor um modelo de análise de resultados da política pública de apoio a implementação e desenvolvimento de NITs.
