DIMENSIONS OF LOCAL DECISION-MAKING CAPACITY, INSTITUTIONAL DESIGN AND COORDINATION MECHANISMS: THE SPACES OF AUTONOMY IN BRAZILIAN MUNICIPALITIES

Resumo: The article examines how institutional dynamics and the configuration of public policies in the Brazilian federal context affect the autonomy of municipalities in formulating their local agendas. It investigates how institutional arrangements and aspects related to policy management and implementation determine whether municipalities have greater or lesser leeway to decide on the adoption and prioritization of policies, taking into account the incentives and coordination power exercised by the federal government. The analysis identifies three groups of policies implemented locally: policies adopted through federal induction, policies with autonomous municipal action, and policies under the primary jurisdiction of other entities. For each group, the degree of autonomy in agenda-setting varies. Finally, in addition to the institutional design of policies, it emphasizes the importance of considering municipal capacities and sensitivity to local demands in determining municipal decision-making autonomy, in order to provide a comprehensive analysis of the role of local governments in Brazil and highlight the complexity of the dynamics involved in shaping the local agenda.

Se investiga cómo los arreglos institucionales y los aspectos relacionados con la gestión e implementación de las políticas determinan si los municipios tienen más o menos espacio para decidir sobre la adopción y priorización de políticas, teniendo en cuenta los incentivos y el poder de coordinación ejercido por el gobierno federal. El análisis identifica tres grupos de políticas implementadas a nivel local: políticas adoptadas por inducción federal, políticas en las que el municipio actúa de manera autónoma y políticas de competencia prioritaria de otros entes. Para cada grupo, la margen de autonomía en la definición de la agenda varía. Por último, además del diseño institucional de las políticas, se destaca la importancia de considerar las capacidades municipales y la sensibilidad a las demandas locales en la determinación de la autonomía decisional municipal, con el fin de ofrecer un análisis completo de la actuación de los gobiernos locales en Brasil, destacando la complejidad de las dinámicas involucradas en la construcción de la agenda local.L'article examine comment les dynamiques institutionnelles et la configuration des politiques publiques dans le contexte fédéral brésilien affectent l'autonomie des municipalités dans la formulation de leurs agendas locaux. On examine comment les arrangements institutionnels et les aspects liés à la gestion et à la mise en œuvre des politiques déterminent si les municipalités ont plus ou moins de latitude pour décider de l'adoption et de la priorisation des politiques, en tenant compte des incitations et du pouvoir de coordination exercé par le gouvernement fédéral. L'analyse identifie trois groupes de politiques exécutées localement : les politiques d'adoption par incitation fédérale, les politiques d'action autonome de la municipalité et les politiques relevant de la compétence prioritaire d'autres entités. Pour chaque groupe, la marge d'autonomie dans la définition de l'agenda varie. Enfin, outre la conception institutionnelle des politiques, il convient de souligner l'importance de prendre en compte les capacités des municipalités et leur sensibilité aux demandes locales dans la détermination de l'autonomie décisionnelle municipale, afin d'offrir une analyse complète de l'action des gouvernements locaux au Brésil et de mettre en évidence la complexité des dynamiques impliquées dans l'élaboration de l'agenda local.Este artigo examina como as dinâmicas institucionais e a configuração das políticas públicas no contexto federativo brasileiro afetam a autonomia dos municípios na formulação de suas agendas locais. Investiga-se como os arranjos institucionais e os aspectos relacionados à gestão e implementação das políticas determinam se os municípios têm maior ou menor espaço de decidir sobre a adoção e priorização de políticas, levando em conta os incentivos e o poder de coordenação exercido pelo governo federal. A análise identifica três grupos de políticas executadas localmente: políticas de adoção por indução federal, políticas de atuação autônoma do município e políticas de competência prioritária de outros entes. Para cada grupo, a margem de autonomia na definição da agenda varia.
