Nesse sentido, a presente pesquisa tem por objetivo avaliar o papel das ZEIS de imóveis vazios ou subutilizados em São Paulo, buscando entender a influência do instrumento na produção de Habitação de Interesse Social (HIS), em especial quanto à localização e ao produto realizado. Para tanto, adotou-se como recorte temporal o período entre 2002, ano da implementação do instrumento no Município, e 2017, e como recorte espacial a Zona Leste paulistana. A investigação foi desenvolvida por meio de pesquisa documental baseada na sistematização e análise dos alvarás de aprovação de empreendimentos envolvendo HIS e Habitação de Mercado Popular (HMP) emitidos pela Prefeitura Municipal de São Paulo (PMSP) e no cruzamento desses dados com outros dados. Conclui-se que as ZEIS de imóveis vazios ou subutilizados apresentam significativa importância na produção de HIS na Zona Leste de São Paulo, influenciando no produto realizado nessas áreas. Entretanto, a efetivação das ZEIS e o alcance dos objetivos a elas vinculados dependem de uma conjunção de fatores que incluem a existência de recursos para financiamento subsidiado da moradia voltada à população de baixa renda e uma forte atuação do poder público na implementação, aplicação e controle do instrumento.In the face of housing and urban problems resulting from the struggle in access to urban land of the poorest people, the Special Zones of Social Interest (ZEIS) demarcated on vacant or underutilized properties have been consolidated as one of the main urban planning instruments focused on social land policy. Depending on the context in which it has been applied, however, different results were achieved. The present research sets out to evaluate the role of "ZEIS of empty or underutilized properties" in São Paulo City, seeking to understand the instrument influences on social housing production, especially regarding to location and construction characteristics. For this purpose, the analysis covers the social housing approved by the local government in the city's "East Side" during the period between 2002, year of implementation of the instrument, and 2017. The study was developed through documentary research based on the systematization and analysis of the building permits involving social housing and the cross-linking with other databases. It concludes that "ZEIS of empty or underutilized properties" have significant importance in the housing provision in the "East Side", influencing the construction characteristics in these areas.
