The effectiveness of the empty ZEIS instrument in the insertion of Social Interest Housing in the planned city: the case of Brasilia

This article discusses how the urban instrument called empty ZEIS has been conceived and implemented in the planned city, in the case of Brasília - DF. Its effectiveness in meeting the demand for social housing is discussed, debating about the limits and potential of this instrument, which arose due to the need to make urban parameters more flexible to make social housing viable. But has this been meeting the planned ideal? Could the use of other instruments enhance the results of voids ZEIS when considering the insertion of social housing in areas that guarantee the effective right to the city, with dignity for families, integrating them into the social environment adjacent to these nuclei? The methodology used started from the bibliographic review on the theme, followed by the survey of historical and occupational data and the actions of the public authorities for the creation of empty ZEIS. In the studies, it was investigated whether the actions taken were relevant to supply the socio-spatial demand and the right to the city of the low-income population in the Federal District. What was found was the little effectiveness of this instrument, which, despite contemplating the delimitation of some areas in local planning, is still below the demand for housing.
