São Bernardo do Campo, 2023Em meados da década de 1980, frente aos desgastes gerados pela crise econômica e pelo drástico processo de reestruturação econômica e produtiva, tornaram-se crescentes as reflexões quanto a novos modelos de desenvolvimento com características menos rígidas e centralizadas, ao passo que priorizassem processos endógenos dos territórios. Neste sentido, o desenvolvimento local, como estratégia de desenvolvimento territorial que compatibiliza heterogeneidades das dinâmicas econômicas e sociais em um recorte territorial de menor escala, inseriu-se como estratégia possível. Com o intuito de aprofundar o debate em torno do desenvolvimento territorial local, esta pesquisa assume a experiência do Polo Cinematográfico de Paulínia (SP) como objeto de estudo e busca investigar o Polo como uma iniciativa de desenvolvimento e diversificação econômica e produtiva alavancada pelo município. A partir de 1993, uma série de empreendimentos turísticos foram implementados pela gestão municipal, dentre os quais o projeto do Parque Cultural Cidade Feliz (1993), posteriormente revertido no projeto do Parque Brasil 500 (1995), e o projeto Paulínia Magia do Cinema (2005) – que deu origem ao conhecido Polo Cinematográfico de Paulínia. Entendemos que a valorização de tais projetos se justifica por se tratar de uma estratégia da gestão municipal para a diversificação econômica do município.In the mid-1980s, in the face of the wear and tear generated by the economic crisis and the drastic process of economic and productive restructuring, reflections grew about new development models with less rigid and centralized characteristics, while prioritizing endogenous processes in the territories. In this regard, local development, as a territorial development strategy that makes compatible the heterogeneities of economic and social dynamics in a smaller scale territorial approach, was inserted as a possible strategy. With the purpose of enlarge the debate around local territorial development, this research takes the experience of the Paulínia Film Industry Hub (SP) as a study object and investigates the experience as an initiative of economic and productive development and diversification leveraged by the municipality. From 1993 on, a series of tourism enterprises were implemented by the municipal administration, among them the Parque Cultural Cidade Feliz project (1993), later reverted into the Parque Brasil 500 project (1995), and the Paulínia Magia do Cinema project (2005) - which originated the well-known Polo Cinematográfico de Paulínia.
