Partindo da análise de governança regional, a pesquisa busca demonstrar como a articulação regional e a ampliação da rede de atores envolvidos na formulação e controle das políticas públicas atua para aumento da efetividade das políticas urbanas. A pesquisa visa entender a influência de atores governamentais e não governamentais ao longo do processo de formulação da agenda regional de regularização fundiária de interesse social, a relação estabelecida entre os governos municipais e o Consórcio Intermunicipal do Grande ABC para a definição do tema da regularização como pauta de discussão em âmbito regional e, finalmente, a importância das relações estabelecidas com as demais esferas de governo.The present research project aims to analyse the role of the Intermunicipal Consortium of the Greater ABC Region in public policies related to social interest land regularization in the region of ABC, seeking to understand how a regional agenda was developed related to environmental licensing for the promotion for social interest land regularization in environmentally protected areas. Starting with the analyse of regional governance, the research tries to demonstrate how regional cooperation and stakeholder networks act in order to augment the effectiveness of urban policies through the formulation and control of public policies.
