Historical process of Professional and Technological Education in Brazil: : from the origins of Professional Education to the creation of Federal Institutes

Resumo: Professional and technological education in Brazil has undergone significant transformations throughout its history, according to the political perspective of each government term. The purpose of this article is to present the historical context of professional education in Brazil in its origins, as well as its development and consequences that culminated in the policy of creating the Federal Institutes of Education, Science and Technology, instituted by law no. 11.892/2008. The topic is presented in three strands: the history of professional education in Brazil; the creation of the Federal Network for Professional and Technological Education; and, finally, the process of constituting the Federal Institutes of Education, Science and Technology within the totality of Brazilian professional and technological education, as a public policy. The methodological procedures used, predominantly qualitative, were documentary research and bibliographic analysis. This study showed that the history and memory of technological professional education in Brazil reveal that its constitution has passed through a complex and fragmented historical process. It was also found that its evidence was specific and less prevalent in the colonial and imperial period, having been incipiently instituted in that period. In 1909 it was consolidated as a federal network of professional and technological education, and only at the beginning of the 21st century was there, in fact, an expansion throughout the national territory as a public educational policy intended as a proposal for professional training.

El propósito de este artículo es presentar el contexto histórico de la educación profesional en Brasil en sus orígenes, así como su posterior desarrollo que culminó con la política pública de creación de los Institutos Federales de Educación, Ciencia y Tecnología, instituidos por la ley 11.892/2008. El tema se presenta a través de tres ejes: historia de la educación profesional en Brasil; creación de la Red Federal de Educación Profesional y Tecnológica; y, finalmente, el proceso de constitución de los Institutos Federales de Educación, Ciencia y Tecnología en el conjunto de la educación profesional y tecnológica brasileña, como política pública. Los procedimientos metodológicos utilizados, predominantemente cualitativos, fueron la investigación documental y el análisis bibliográfico. Este estudio mostró que la historia y la memoria de la educación profesional tecnológica en Brasil revela que su constitución ha pasado por un proceso histórico complejo y fragmentado. También se encontró que sus indicaciones eran puntuales y, en menor medida, en el período colonial e imperial, siendo incipientemente instituido en ese período. En 1909 se consolidó como una red federal de educación profesional y tecnológica y, solo a principios del siglo XXI, hubo, de hecho, una expansión en todo el territorio nacional como una política educativa pública dirigida hacia una propuesta de formación profesional.A educação profissional e tecnológica no Brasil vem passando por transformações significativas ao longo da sua história, conforme a perspectiva política de cada período governamental. O objetivo desse artigo é apresentar o contexto histórico da educação profissional no Brasil em suas origens, bem como seus desdobramentos e reflexos que culminaram com a política pública de criação dos Institutos Federais de Educação, Ciência e Tecnologia, instituído pela lei 11.892/2008. A temática é apresentada por meio de três eixos: histórico da educação profissional no Brasil; criação da Rede Federal de Educação Profissional e Tecnológica; e, por último, o processo de constituição dos Institutos Federais de Educação, Ciência e Tecnologia no conjunto da educação profissional e tecnológica brasileira, enquanto política pública. Os procedimentos metodológicos utilizados, predominantemente qualitativos, foram a pesquisa documental e a análise bibliográfica. Este estudo permitiu evidenciar que a história e a memória da educação profissional tecnológica no Brasil revelam que sua constituição perpassou por um processo histórico complexo e fragmentado. Constatou-se, ainda, que seus indícios foram pontuais e em menor amplitude no período colonial e imperial, sendo instituída de forma incipiente nesse período.
