The National Higher Education Evaluation System: : Reflections on Self-Evaluation in Federal Institutes

Resumo: The evaluation of the educational system entered the Brazilian government’s agenda more intensively in the 1990s, as a means of subsidizing the education reforms. In 2004, the National Higher Education Assessment System (SINAES) was created. SINAES reconfigured the conception and the institutional assessment model of higher education institutions. In 2008, the creation of the Federal Network for Professional, Scientific and Technological Education and the federal institutes (FI) forced its units to offer higher education. For regulation purposes, they had to adapt to SINAES. This paper aims to examine the theoretical assumptions that support the higher education evaluation policy, ascertain how federal institutes fit into it, and analyze their efforts to meet the SINAES guidelines. Six postgraduate researches were selected from official thesis and dissertation databases in order to support this debate. Results reveal that SINAES does not contemplate the configuration of professional education institutions, does not allow the institutional assessment of its entirety, and also can mask the reality of the FI and inhibit their institutional development.

En 2004, se creó el Sistema Nacional de Evaluación de la Educación Superior (SINAES), que reconfiguró la concepción y el modelo de evaluación institucional de las instituciones de educación superior. En 2008, con la creación de la Red Federal para la Educación Profesional, Científica y Tecnológica y de los institutos federales (IF), sus unidades comenzaron a ofrecer ese nivel de educación y, para fines regulatorios, tuvieron que adaptarse al SINAES. Este artículo tiene como objetivo examinar los supuestos teóricos que respaldan la política de evaluación de la educación superior y averiguar cómo los institutos federales se ajustan a esa política y cómo están articulándose para cumplir con las directrices del SINAES. Para el estudio, fueron seleccionadas investigaciones a nivel de posgrado en bancos oficiales de tesis y disertaciones, entre las cuales se identificaron seis trabajo investigativos con el potencial de apoyar ese debate. Los resultados revelan que el SINAES no contempla la configuración de las instituciones de educación profesional, no permite la evaluación institucional en su totalidad y aún puede ocultar la realidad de los IF e inhibir su desarrollo institucional.A avaliação do sistema educacional entrou na agenda do governo brasileiro com mais intensidade na década de 1990, como meio de subsidiar as reformas do sistema de ensino. Em 2004 foi criado o Sistema Nacional de Avaliação da Educação Superior (SINAES) que reconfigurou a concepção e o modelo de avaliação institucional das instituições de ensino superior. Em 2008, com a criação da Rede Federal de Educação Profissional, Científica e Tecnológica e dos institutos federais (IF), suas unidades passaram a ofertar esse nível de ensino e, para fins de regulação, tiveram que se adequar ao SINAES. Esse artigo tem o objetivo de examinar os pressupostos teóricos que subsidiam a política de avaliação da educação superior e averiguar de que modo os institutos federais inserem-se nessa política e como vêm se articulando para atender as diretrizes do SINAES. Para o estudo, foram selecionadas pesquisas em nível de pós-graduação em bancos oficiais de teses e dissertações, entre as quais foram identificados seis trabalhos com potencial para subsidiar esse debate.
