Secondary Education in Minas Gerais in the Republican Period: : promises of equality, inheritances of exclusion

Resumo: The present work proposes an analysis about the organization of secondary education, during the republican period, in a time frame located in the 20th century, specifically in the state of Minas Gerais. The methodology used was based on the instruments of New Political History and documentary research. To this end, the sources listed were the legal texts of the period studied, mainly Laws, Reports and Speeches of the governors to the Legislative Power. In addition, they made up the analytical corpus of research, statistics and official censuses about school establishments and enrollments. The text discusses secondary education through its expansion and public and private investments, noting that for this segment, the private institutions and the number of students served were highlighted numerically. By way of final considerations, it was found that public investments were below demand, which enabled a large expansion of the private sector and that, from the late decades of the twentieth century, systematic public investment in this segment of education.

La metodología utilizada se basó en los instrumentos de Nueva Historia Política e investigación documental. Con este fin, las fuentes enumeradas fueron los textos legales del período estudiado, principalmente Leyes, Informes y Discursos de los gobernadores al Poder Legislativo. Además, formaron el corpus analítico de investigación, estadísticas y censos oficiales sobre establecimientos escolares e inscripciones. El texto analiza la educación secundaria a través de su expansión e inversiones públicas y privadas, y señala que para este segmento, las instituciones privadas y el número de estudiantes atendidos se destacaron numéricamente. A modo de consideraciones finales, se descubrió que las inversiones públicas estaban por debajo de la demanda, lo que permitió una gran expansión del sector privado y que, desde las últimas décadas del siglo XX, la inversión pública sistemática en este segmento de la educación.  O presente trabalho propõe uma análise acerca da organização do ensino secundário, durante o período republicano, em um recorte temporal localizado no século XX, especificamente no estado de Minas Gerais. A metodologia utilizada baseou-se no instrumental da Nova História Política e da pesquisa documental. Para tanto, as fontes elencadas foram os textos legais coevos ao período estudado, principalmente Leis, Relatórios e Discursos dos governadores ao Poder Legislativo. Ademais, compuseram o corpus analítico da pesquisa, estatísticas e recenseamentos oficiais acerca dos estabelecimentos escolares e matrículas. O texto discute o ensino secundário através da sua expansão e dos seus investimentos público e privado, observando que, para este segmento, foi destacado numericamente as instituições privadas e o quantitativo de alunos atendidos.
