Considerations about outsourcing and job security at Brazil’s context: review

Resumo: | The phenomena of insecurity and outsourcing, embedded in a historical context, marked by various struggles and issues intrinsic to the relationship between capital and labor, take specific forms in the contemporary context, the example of Bill 4330/2004, which deals specifically with the regulation of outsourcing in Brazil and was approved in the House recently. Based on this background, this article aims to discuss: what to expect for the Brazilian reality confronted with possible change of legislation that broadens and deepens outsourcing? What can be extracted from a comparative reflection based on some elements of the “wage society”? The methodological design of the study was a literature review conducted to support the discussion presented in the purpose of the article. We considered primarily scientific papers published from 2005 to 2015 in the Brazilian databases. The study results indicate a predominance of empirical studies, analysis of the forms and consequences of outsourcing and casualization in the public and private sector and various professional categories, as well as reaffirming the global nature of the phenomenon and its national peculiarities. The discussion of the results and final considerations of this article reiterate the main bibliographic findings, with main aim of raising ways of coping and contending. |

The discussion of the results and final considerations of this article reiterate the main bibliographic findings, with main aim of raising ways of coping and contending.Os fenômenos da precarização e da terceirização, inseridos em um contexto histórico, marcado por diversas lutas e questões intrínsecas à relação entre capital e trabalho, assumem contornos específicos no cenário contemporâneo, sobretudo devido ao Projeto de Lei 4330/2004, o qual trata especificamente da regulamentação da terceirização no Brasil, aprovado na Câmara recentemente. Com base nesse contexto, o presente artigo objetiva discutir os seguintes questionamentos: o que esperar para a realidade brasileira confrontada à possível mudança de legislação que amplia e aprofunda a terceirização? O que extrair de uma reflexão baseada em alguns elementos das ditas “sociedades salariais”? No que concerne ao delineamento metodológico do estudo, foi realizada uma revisão de literatura para subsidiar a discussão apresentada no objetivo do artigo. Foram considerados, prioritariamente, textos científicos publicados de 2005 até 2015 em bases de dados brasileiras. Os resultados do estudo apontam predominância de estudos empíricos, análise dos contornos e consequências da terceirização e da precarização nos setores público e privado e em diversas categorias profissionais, bem como reiteram o caráter mundial do fenômeno e suas particularidades nacionais.
