Resumo: The purpose of this study is to demonstrate that the HDRs of the 1990s systematize countless information from various regions of the world, in order to demonstrate that there is a strong correlation between poverty and inequalities. It is apparent that the main objective of the reports is to encourage a set of actions to the various member states of the United Nations. Within their hundreds of pages there are many policy suggestions that decrease the multiple forms of inequalities that hinder and/or make human development impossible. Through documentary research it will be possible to determine what ways were taken by the first six reports (1990-1996) in order to add in the public agenda the social, political and economic challenges of the continuous and constant dealing with the excessive disparities that prevent the vertical expansion of opportunities, skills and abilities.

É visível que os objetivos principais dos relatórios é incentivar um conjunto de ações aos diversos estados-membros das Nações Unidas. Estão postas no interior de suas centenas de páginas muitas sugestões de políticas diminuidoras das múltiplas formas de desigualdades que dificultam e/ou impossibilitam o desenvolvimento humano.
