Reduce military expenditure and boost human development: the arguments contained in UNDP/UN reports published between 2006 and 2014

Resumo: In 20 Human Development Reports (HDRs) already publishedthere are hundreds of diagnoses and prescriptions. There aremany attempts to indicate ways for the implementation and expansion of actions and procedures in areas involving educa-tion, health, environment, sanitation, adequate housing, among others. Through documentary research, we seek to understandthe social and political significance of the defense, on the partof the authors and those who took over these materials editedfrom 2006, of choices and decisions rationally oriented bothto reduce military spending and to use such saved funds in the implementation of human development. From a theoreti-cal and methodological perspective that assumes the need to make a historical context of narratives and arguments for thereduction of military expenditure, it appears that the reports,although they do not have elements for a substantive critiqueof militarized tradition that supports the nation states, suggesta decrease in the resources addressed to military sectors, sincethere is a chronic lack of funds in those areas that could lead tothe implementation of the global agreements in favor of humandevelopment. São muitas as tentativas de indicar caminhos para a implantação e expansão de ações e de procedimentos nas áreas que envolvem a educação, a saúde, o meio ambiente, o saneamento, a moradia adequada, entre outras. Por meio de uma pesquisa documental, busca-se compreender o significado social e político da defesa que os autores e encampadores desses materiais, editados a partir de 2006, conferem as escolhas e as decisões racionalmente voltadas tanto para a redução dos gastos militares quanto para a sua utilização na implantação do desenvolvimento humano.
