Integrated and Participatory Public Policy: an analysis in the light of the sociology of absence and emergence

Resumo: Participatory processes act on the immaterial dimensions of inequality and emancipation defined by the colonial imposition of Western thought. The sociology of absences and emergencies seeks to garner and confer legitimacy to forgotten or invisible knowledges and practices in the search for latent and decolonizing emancipatory alternatives. The article presents the use of this theoretical-epistemological reference in the analysis of a participatory policy. The results evidenced the unveiling of cognitive, political and cultural facets in the process and the result, less usual in policy analysis. The rupture with the hierarchy of knowledge, the recognition of the subjects through effective participation and the valorization of the local were identified with greater clarity and inseparable from the material acquisitions and the sustainability advocated by politics.

A sociologia das ausências e das emergências visa garimpar e conferir legitimidade a saberes e práticas esquecidos ou invisibilizados na busca por alternativas emancipatórias latentes e descolonizadoras. O artigo apresenta o uso deste referencial teórico-epistemológico na análise de uma política participativa. Os resultados evidenciaram o desvelamento de facetas cognitivas, políticas e culturais no processo e no resultado, menos usuais em análises de políticas.
