O controle externo da atividade policial pelo Ministério Público

This work presents the external control applied by the State Public Office in the Military Police of Ceará. The general considerations regarding the extreme control of the police activity were dissociated according to the origin, concepts, and purpose of this control. Nevertheless, the essence of these general conditions is related to the legal system referring the restraint and balance between public agencies inc1uded in the Brazilian Public Office and agencies in which occur the foresaid external control. Presents the legal reasoning of external control of the police activity, analyzed according to the Federal and State Constitutions, National Laws of Institutions of the State Public Office and the Union of the Penal Codes and Military Penal Codes, the Supplementary State Law 9 / 98, the Normative State Action 1 / 99 and the Military Public Office of the State. It is established a point of view regarding the extreme control of the police activity, starting from the control of the activity developed by the police, which is subdivided and works as General Internal-Affairs Bodies. It is still expounded the legal and ethical limits of the extreme control developed by the Parquet; the criminal nature of that control; the relationship between the State Military Public Office and the Military Police of the State; the implementation of the Supplementary State Law 9 / 98; the inquiry centers and the procedures of the prosecuting attorney; and the benefits provided by this control after completely perceived. Finally, it is pointed out the relevance of the field research as an indicator of the troop understanding before the purposed theme, the application of the analysis of field research along its target-people and the proposals in order to improve the performance of the external control of the police activity by the Military Public Office of the State.
