Telecentros Comunitários como instrumentos de inclusão sociodigital

Resumo: In the last years, many strategies have emerged with the goal of making information and communication technologies (ICTs) more accessible to all, however, break the barrier of social inequality and lead to digital inclusion to the poorest layers of the population has been an enormous challenge to be overcome by the public administration. In order to contribute to the awareness and ownership of the idea of digital inclusion for the promotion of social inclusion, it is proposed, in this study, verify that the digital inclusion works as a tool that leads to social inclusion, becoming an alternative to reduce social barriers and yet, analyze the effectiveness of the deployment of Telecentres program. BR in the municipality of Russas like a public policy that aims to generate sociodigital inclusion, seeking also check if access to information drives the citizen to exercise better social control and use the services provided by e-Government. For both, surveys were carried out about this new "Information Age" highlighting the importance of digital inclusion and telecentres as tools of social inclusion. In addition, questionnaires were applied to sociodigital inclusion analysis available online with free access and targeted interviews with coordinators and former fellows of the program Telecentros.Br in Russas. To evaluate how the citizen users of the internet are exerting social control was used the statistical data provided in the Portal of Transparency and data provided by ICT research of E-Government 2010 and ICT households in 2005-2010, conducted by CETIC.BR. The results of the survey indicate that the community telecenters has the ability to perform two important roles: to meet the needy population and devoid of access, i.e. excluded from digital and socially and to meet a diversity of purposes, without forgetting the guidance for the use of ICT. With this study it was possible to conclude that the socioeconomic disparities still prevail in the midst of so many initiatives that seek eliminate them and that the main cause of exclusion sociodigital is closely related to these inequalities. When an individual does not have access to ICT it becomes fragile and silent, because it is not equipped with important information and necessary for its development and nor have the opportunity to change their reality. It was possible to observe the dependence that exists between the types of inclusion, in the sense of being depend on one another, and also the need for a parallel investment in education for which the inclusion projects work effectively.

It was possible to observe the dependence that exists between the types of inclusion, in the sense of being depend on one another, and also the need for a parallel investment in education for which the inclusion projects work effectively.Nos últimos anos, muitas estratégias surgiram com o objetivo de tornar as Tecnologias de Informação e comunicação (TIC) mais acessíveis a todos, todavia, romper a barreira da desigualdade social e levar a inclusão digital às camadas mais pobres da população tem sido um enorme desafio a ser superado pela Administração Pública. No intuito de contribuir para a conscientização e apropriação da ideia de inclusão digital para a promoção da inclusão social, é que se propõe, neste estudo, verificar se a inclusão digital funciona como uma ferramenta que conduz a inclusão social, transformando-se em uma alternativa para reduzir as barreiras sociais e ainda, analisar a eficácia da implantação do programa Telecentros. Br no município de Russas como política pública que visa gerar inclusão sociodigital, buscando também verificar se o acesso a informação impulsiona o cidadão a exercer melhor o controle social e a utilizar os serviços disponibilizados pelo governo eletrônico. Para tanto, foram realizadas pesquisas acerca dessa nova “Era da Informação” destacando a importância da inclusão digital e dos telecentros como ferramentas de inclusão social. Além disso, foram aplicados questionários para análise de inclusão sociodigital disponibilizado online com acesso livre e realizadas entrevistas focalizadas com os coordenadores e ex bolsistas do programa Telecentros.Br em Russas. Para avaliar como os cidadão usuários da internet estão exercendo o controle social fora utilizados os dados estatísticos disponibilizados no Portal da Transparência e os dados fornecidos pela pesquisa TIC Governo Eletrônico de 2010 e TIC Domicílios de 2005-2010, realizadas pela CETIC.BR. Os resultados da pesquisa apontam que os telecentros comunitários têm capacidade para desempenhar dois importantes papéis: o de atender a população carente e desprovida de acesso, ou seja, excluídas digital e socialmente e o de atender a uma diversidade de propósitos, sem esquecer a orientação para o uso das TIC. Com este estudo foi possível concluir que as disparidades socioeconômicas ainda prevalecem em meio a tantas iniciativas que buscam eliminá-las e que a principal causa de exclusão sociodigital está intimamente relaciona a estas desigualdades. Quando um indivíduo não tem acesso as TIC este, torna-se frágil e omisso, pois não está munido de informações importantes e necessárias ao seu desenvolvimento e nem terá a oportunidade de mudar sua realidade.
