Financiamento da saúde pública no Ceará, sob a ótica da emenda constitucional nº 29/2000

Constitutional Amendment 29, passed in 2000, set the minimum percentages of budget resources that the Federal, State, and Municipal governments are required to spend on public health. Taking a descriptive approach, this monogrphy aims to verify the compliance with Amendment 29 at government of Ceará, from 2000 to 2015. Data were obtained from the Public Health System Budget Database (SIOPS), and data on Institute of Strategic Economic Research of Ceará (IPECE) health quality indicators. As a result, growth in both own revenues for application in actions and public health services, from R$ 6.9 billion in 2000, to R$ 14.4 billion in 2015, and an increase in transfers of funds from Health Unic System (SUS) to Expenditure growth from R$ 1.1 billion in 2000 to R$ 2.6 billion in 2015. It was found from SIOPS data that the State of Ceará manages to remain above the constitutional minimum in health application 8% in 2000, 12% in 2004 and 14% in 2015. With the IPECE indicators, there is an increase in the number of units linked to the SUS, although some of the units are privately owned with agreements in the SUS. There is an increase in the number of professionals linked to the SUS and a relative drop in the infant mortality rate.
