Habitação em Fortaleza: uma análise dos projetos habitacionais criados pela prefeita Luizianne Lins no período de 2005 a 2012

This work seeks to better understand the housing situation in the city of Fortaleza, taking into consideration the situation of housing projects created by Mayor, Luizianne Lins, in her two terms (2005-2012). We analyzed the actual situations of each of the 21 projects created, regardless of whether they had been fully constructed, if their buildings were in progress, or, as some rare cases, which were still in the bidding stage. The main source of research is the Fundação de Desenvolvimento Habitacional de Fortaleza (Fortaleza’s Housing Development Foundation – HABITAFOR), which provided all the necessary information to build this work. There were many changes and many families were, directly or indirectly, affected with the construction, not only of housing units, as well as the multisport gyms, parks and daycare centers. The government has shown a great concern about population that lives in risk areas and, with the accomplishment of the projects, these risk areas have been reduced. We have detected that 5 projects were delivered, 13 are paralyzed and only 3 are in progress.
