Gestão socioambiental: adesão à agenda ambiental da administração pública em instituições de ensino superior

Resumo: The commitments made by Brazil to the international community, as a signatory of the Global Agenda 21 and international declarations and protocols, have directed the public administration in the duty to faithfully observe and comply with social and environmental public policies. In this context, the present study aimed to investigate the socioenvironmental actions of the federal higher education institutions in Ceará, having as parameter the thematic axes of the Environmental Agenda in Public Administration (A3P). A3P is a voluntary adhesion program of the Ministry of the Environment (MMA), which aims to promote and encourage public institutions in the country to adopt and implement social and environmental actions. In order to achieve the proposed objectives, as to nature, the research was framed as qualitative basis. As for the purposes, it is an exploratory-descriptive study. As for the means, it is characterized as a multiple case study with four federal higher education institutions located in the state of Ceará. The primary data, collected through semi-structured interviews, were treated through content analysis and operationalized in the software ATLAS.ti 7. The results indicate that the most incident actions and practices are related to the quality of life axis in the work environment, which highlights the implementation of means for all people who circulate in the environment to feel good. In the rational use of natural resources and public goods axis, the actions and practices of rationalization of 'energy and water' are the most pointed by the interviewees; In the analysis of waste management, we identified the use of garbage bins separated by the colors of the materials. However, effective actions for reuse, recycling, solid. This is no longer a destination for batteries, light bulbs, electronics, check that after use there is no effective policy of return of waste to the producer. This is evidence of internal battery collection campaigns through the isolated action of extension projects. In the analysis regarding sustainable buildings, the concern with the accomplishment of sustainable adaptations was evidenced. Finally, we can see some sustainable actions proposed by A3P, investments, as they are acquisitions of goods and services to whom they are introduced. It is clear that budget cuts make it difficult to insert actions and practices. The study contributes to the treatment of the social and environmental theme, considering the Environmental Agenda of Public Administration, within the scope of IFES of the State of Ceará.

Nesse contexto, o presente estudo teve como objetivo investigar as ações socioambientais das instituições federais de ensino superior no Ceará, tendo como parâmetro os eixos temáticos da Agenda Ambiental na Administração Pública (A3P). A A3P é um Programa do Ministério do Meio Ambiente (MMA), de adesão voluntária, cujo objetivo é promover e incentivar as instituições públicas no país a adotarem e implantarem ações socioambientais. Para o alcance dos objetivos propostos, quanto à natureza, a pesquisa enquadrou-se como sendo de base qualitativa. Quanto aos fins, trata-se de um estudo exploratório-descritivo. Quanto aos meios, caracteriza-se como estudo de caso múltiplo com quatro instituições federais de ensino superior situadas no Estado do Ceará. Os dados primários, coletados mediante as entrevistas semiestruturadas, foram tratados por meio da análise de conteúdo e operacionalizados no software ATLAS.ti 7. Os resultados indicam que as ações e práticas mais incidentes estão relacionadas ao eixo qualidade de vida no ambiente de trabalho, o que evidencia a implantação de meios para que todas as pessoas que circulam no ambiente se sintam bem. No eixo uso racional dos recursos naturais e bens públicos, as ações e práticas de racionalização de ‘energia e água’ são as mais apontadas pelos entrevistados; na análise da gestão dos resíduos gerados, identifica-se a utilização de lixeiras separadas pelas cores dos materiais, entretanto, ainda faltam ações efetivas de reutilização, reciclagem, tratamento dos resíduos sólidos. Já no que concerne a destinação das pilhas, lâmpadas, produtos eletrônicos, verifica-se que após o uso não existe uma política efetiva de devolução dos resíduos ao produtor. São evidenciadas campanhas internas de recolhimento de pilhas através da ação isolada de projetos de extensão. Na análise referente às construções sustentáveis, foi evidenciada a preocupação com a realização de adaptações sustentáveis. Por fim, percebe-se algumas ações sustentáveis propostas pela A3P necessitam de investimentos, pois são necessárias aquisições de bens e serviços para que sejam introduzidas. Constata-se que o corte orçamentário dificulta a inserção de ações e práticas.
