Gestão e financiamento do Sistema Único de Saúde à luz das normas operacionais básicas

The stucly analizes the creation of the public heath insurrance system (Sistema Único de Saúde - SUS) and its regulation by the staíuíes 8.080/90 and 8.142/90. The implementation usíng the Basic Operational Norms (BON), wich are a tools created to operacionalizate and reguíaíe transiíional situation from the previous SUS to the present. The first one to be analized was the BON-SUS 01/91. It was found that Outpatient Information System (OIS)/SUS and Hospital Information System (HIS)/SUS functíoned as a mecanism to transfer grants, through an agreement between the federal, State and local Governments. The parameters used to transfer grants, were the unit of outpatient coverage and the hospitalization of 10% of the population per year. The States and munícipalities were considered, by the Ministry of Health, as providiers of health Services. The second BON that was analyzed was the BON-SUS 01/93 which mantaíned the OIS-SUS and the HIS-SUS. However, alternativos of classification of management were establíshed for States and municipalities: Initial, partial (for providers of health serviços) and semi-total (managers). A third BON was the BON-SUS 01/96 which created full management of basic health Services and full management of the local health system. This BON meant to decentralize the health Information system local levei and created the national limit of funds for primary health. It should be noted that the BON were not fully implemented according to the criteria defined by the article 35 of the statute 8080/90 on financing the health Services activities.
