Resumo: The present research has for target to study the implantation of popular participation's mechanisms in the power to decide processes of the country, in view of the deep crisis of representation in the Brazilian politician system. At first, it is analyzed the origin and historical evolution of the democratic system and its advent as hegemonic doctrine in politics science. In the second section, it is studied the sovereignty, representation and participation's problematic. In the third topic, commentaries about the representation crisis and absence of participation mechanisms and popular control are made. At last, it is approached the instruments of popular mediation in the politics instances, analyzing advantages, disadvantages and aspects to be considered. It concludes that, although some notables advances, still an magnifying of the citizenship in the country becomes necessary, in order to propitiate to the population a bigger possibility to give their opinion and to influence in the routes of Brazil, contributing, thus, for a bigger matureness of the native democratic system.

No primeiro momento, analisa-se a origem e a evolução histórica do sistema democrático e seu advento como doutrina hegemônica na ciência política. Na segunda seção, estuda-se a problemática da soberania, representação e participação. No terceiro tópico, tecem-se comentários acerca da crise de representatividade e ausência de mecanismos de participação e controle popular. Por derradeiro, abordou-se os instrumentos de ingerência popular nas instâncias políticas, analisando vantagens, desvantagens e aspectos a serem considerados.
