Resumo: The conservation of water resources is closed linked to the fulfillment of the universal access to water and sanitation. This comes to put in evidence the relations between the “big water cycle”, i.e. the natural hydrological water cycle, and the “small water cycle” this one concerning human usages of water from caption in the nature, distribution, and then collection and treatment of waste water. This paper analyzes the legal frameworks of these both water cycles in Brazil, highlighting some points of contact between the right to water and sanitation and the conservation of water resources. We find out some shortcomings in order to better put them together within a more coherent approach, although some recent efforts on the legislation applying

Cela revient à mettre en évidence les rapports existants entre le « grand cycle de l’eau », son cycle naturel, avec le « petit cycle de l’eau », celui-ci concernant les usages humains comprenant ainsi le prélèvement, la distribution, la collecte et le traitement des eaux. L’article analyse les cadres juridiques relatifs à ces deux cycles de l’eau au Brésil, soulignant des points de contact entre le droit à l’eau et à l’assainissement et la conservation des ressources hydriques.
