Social participation from the Program Federal Territories of Citizenship: the case of the territory Cariri/CE

Resumo: This work shows the importance of social participation in the Federal Territories of Citizenship Program. Showing in detail how it happened but the process of formation of the Territory Cariri and Territorial Collegiate Cariri - COTECIC. Featuring ensued as the process of participation within that council. Was made a rescue of the meaning of terms, development, planning, participation, social management and public policy. For realization of this thesis we used the qualitative research method with application interview, participation in regional assemblies and conducting a focus group. The paper presents an historical overview of the emergence of programs for the rural from the time that the country is no longer just a vision of the place of production, until the program Territories of Citizenship. The research allowed the visualization of some points that hinder social participation, but also suggests possible solutions to these barriers.

O presente trabalho retrata a importÃncia da participaÃÃo social no Programa Federal TerritÃrios da Cidadania. Mostrando mas detalhadamente como aconteceu o processo de formaÃÃo do TerritÃrio do Cariri e do Colegiado Territorial do Cariri â COTECIC. Apresentando como se sucedeu o processo de participaÃÃo dentro desse colegiado. Foi feito um resgate do significado dos termos, desenvolvimento, territÃrio, participaÃÃo, gestÃo social e polÃticas pÃblicas. Para realizaÃÃo desta dissertaÃÃo foi utilizado o mÃtodo de pesquisa qualitativa, com aplicaÃÃo de entrevista, participaÃÃo nas assembleias territoriais e a realizaÃÃo de um grupo focal. O trabalho traz uma contextualizaÃÃo histÃrica do surgimento dos programas voltados para o meio rural a partir do momento que o rural deixou de ser sà uma visÃo do lugar de produÃÃo, atà chegar ao programa TerritÃrios da Cidadania. A pesquisa possibilitou a visualizaÃÃo de alguns pontos que dificultam a participaÃÃo social, como tambÃm aponta possÃveis soluÃÃes para esses entraves.
