Resumo: Political Ecology has, from our perspective, imposed itself as an urgent agenda in reflections regarding the development of productive forces and the destiny of humanity. Our research focuses on Petrobras, and at this time when the discussion of decarbonization of the energy matrix seems to be unanimous in the hegemonic public debate, we make an effort here to reflect on the history of development of environmental standardization and the paths through which the Oil industry is going. The constraints created by new environmental standards have been around since the 1980s and impose technical transformations on the Oil industry which, through creative destruction, expands its surplus producing capacity. Petrobras, as part of a sovereign nation’s project, can play a role in driving changes in the country’s energy matrix, or it can simply continue as a source of capital accumulation and polluting and degrading activity in the territory.

Notre recherche se concentre sur Petrobras, et en ce moment où la discussion sur la décarbonisation de la matrice énergétique semble être unanime dans le débat public hégémonique, nous faisons un effort ici pour réfléchir sur l’histoire du développement de la normalisation environnementale et les voies par lesquelles passe l’industrie pétrolière. Les contraintes créées par de nouvelles normes environnementales existent depuis les années 1980 et imposent des transformations techniques à l’industrie pétrolière qui, à travers une destruction créatrice, étend sa capacité de production excédentaire. Petrobras, en tant que partie prenante d’un projet national souverain, peut jouer un rôle dans la conduite des changements dans la matrice énergétique du pays, ou simplement continuer comme une source d’accumulation de capital et d’activité polluante et dégradante sur le territoire.La Ecología Política se ha impuesto, desde nuestro punto de vista, como una agenda urgente en las reflexiones sobre el desarrollo de las fuerzas productivas y el destino de la humanidad. Nuestra investigación se centra en Petrobras, y en este momento en que la discusión sobre la descarbonización de la matriz energética parece ser unánime en el debate público hegemónico, hacemos un esfuerzo aquí para reflexionar sobre la historia del desarrollo de la estandarización ambiental y los caminos por los cuales está pasando la industria del petróleo. Las restricciones creadas por nuevos estándares ambientales existen desde la década de 1980 e imponen transformaciones técnicas en la industria del petróleo que, a través de una destrucción creativa, expande su capacidad de producción de excedentes. Petrobras, como parte de un proyecto de una nación soberana, puede desempeñar un papel en la conducción de cambios en la matriz energética del país, o simplemente puede continuar como fuente de acumulación de capital y actividad contaminante y degradante en el territorio.A Ecologia Política emergiu como pauta urgente nas reflexões relativas ao desenvolvimento das forças produtivas e o destino da humanidade. Nossa pesquisa se debruça sobre a Petrobras, em um momento em que a discussão de descarbonização da matriz energética parece unanimidade no debate público hegemônico. Esforçamo-nos aqui para refletir sobre o histórico da evolução das normatizações ambientais e os caminhos seguidos pela indústria petrolífera. Desde os anos 1980, os constrangimentos criados pelas novas normativas ambientais têm promovido transformações técnicas na indústria do petróleo, que, por meio da destruição criativa, tem ampliado sua capacidade produtora de excedente.
