"A carrocinha pegou...": um estudo das representações sociais da captura e sacrifício de cães de rua no Recife-PE

Resumo: | Historically the political control of zoonoses and animal populations to urban centers include in their practices to capture and sacrifice of animals wandering or proven carriers of diseases transmissible to humans. The vehicle used in these activities is known as "Dog catcher", and attracts to itself all the unpopularity that causes these health measures in a large population. This rejection expressed by the militancy of the Animal Protective Entities, has strained over time, taken in the media and acquired significant proportions occupying the agendas of legislative and judicial powers. Opposite the militancy are the health authorities, and between the public and health workers involved in the activity. This is the scenery of an ethical conflict, moral and legal, with serious implications for public health. Based on the Theory of Social Representations, systematized by Moscovici, this study aimed to identify the Social Representations (RS) about the “Dog Catcher” and "street dog" constructed by three collective subjects of this dilemma in Recife: the population, the protector of militancy Animals and Animal Control Officers (OCA) of the Center for Environmental Monitoring (CVA), the body responsible for the control of zoonoses in Recife. It was intended to also identify the elements involved in the process of objectification and anchoring these RS. Three items make up this thesis: the first is dedicated to identifying those RS, built by the city population, stratified by gender and educational level, the second article proposes to study the RS on the objects in question expressed the websites Animal Protective Entities operating in Recife, and the third studied the OCA on the RS “street dog” and its work, the “Dog Catcher”. In the three articles the informations were analyzed using the method of content analysis, described by Bardin. While the population, regardless of gender and education, is the “street dog”, despite the compassion they generate, as a threat to public health, RS shared by the OCA, the texts of these entities represent protective animals as beings with the same rights holders life, even in the streets, and primarily as victims of health authorities who persecute them. The RS on the “street dogs” are different elements that anchor the RS “Dog Catcher”: the population understands as a tool to protect health, while rejecting its methods and the sacrifice of animals, the OCA, to represent as an effective measure, while protecting human health, especially to minimize the suffering of the animals themselves, but the RS of animal protection organizations about the “Dog catcher” is an instrument of unfair, unacceptable and torture against animals. In the midst of this conflict, the OCA build an RS of themselves as a category stigmatized, ostracized by the community they serve. Considering the character-inducing behaviors and judgments inherent in the RS, and its mutable, knowledge of these representations, and the elements that aim and anchor, are an important subsidy for health authorities, who need to manage these conflicts and interests. |

Le véhicule utilisé dans ces activités est connu comme «carrocinha» (véhicule par le service de ramassage), et attire à lui toutes les impopularités qui causent ces mesures de santé. Ce rejet exprimé par les organismes des entités protecteur des animaux, a tendu au fil du temps, pris la publicité dans la média a acquis des proportions importantes qui occupent les agendas des pouvoirs législatifs et judiciaires. En face de ces organismes ont trouve les autorités sanitaires, et parmi eux les travailleurs du secteur public et de la santé que sont impliqués dans l'activité. C'est le scénario d'un conflit éthique, moral et juridique, avec de graves conséquences pour la santé publique. Basé sur la Théorie des Représentations Sociales, systématisée par Moscovici, cette étude visait à identifier les Représentations Sociales (RS) sur le « carrocinha » et chien errant construit par trois sujets collectifs de ce dilemme à la Ville de Recife: la population, l’organisme protecteur des animaux et les Agents de Contrôle des Animaux du Centre de Surveillance de l'Environnement, l'organisme responsable par le contrôle de zoonoses à la Ville de Recife. Il avait pour but d'identifier également les éléments impliqués dans le processus d'objectivation et l'ancrage de ces RS. Trois articles composent cette thèse: la première est consacrée à identifier les RS, construites par la population de la Ville, stratifiés selon le sexe et le niveau d'instruction ; le deuxième article se propose d'étudier la RS sur les objets en question publiés sur les sites de protection des animaux à la Ville de Recife ; et le troisième a étudié les RS de Contrôle Animal du Centre de Vigilance Environnemental, sur le chien errant et son travail, a « carrocinha ». Dans les trois articles, les données ont été analysées en utilisant la méthode d'analyse de contenu, décrite par Bardin. Alors que la population, sans distinction de sexe et de scolarité, représente le chien errant, malgré la compassion qu'ils génèrent, comme une menace pour la santé publique, la RS partagée par le organisme protecteur des animaux, à partir des textes de ces entités, représentent ces animaux en tant que détenteurs des mêmes droits à vie, même en situation errant, et en premier lieu comme des victimes des autorités sanitaires qui les persécutent. La RS sur les chiens errants sont autant d'éléments qui ancrent la RS sur la « carrocinha »: la population comprend comme un outil pour protéger la santé, malgré que rejettent ses méthodes et le sacrifice des animaux. Les agents du Contrôle Animal du Centre de Vigilance Environnemental les représentent comme une mesure efficace, tout en protégeant la santé humaine, notamment pour minimiser la souffrance des animaux eux-mêmes, mais les RS des organismes de protection des animaux sur la « carrocinha » considère un instrument injuste, inacceptable et de torture contre les animaux. Au milieu de ce conflit, les agents du Contrôle Animal du Centre de Vigilance Environnemental construire une RS d'eux-mêmes comme une catégorie stigmatisée et ostracisée par la communauté qu'ils servent. En prenant compte des aspects induisant des comportements et jugements inhérents à la RS, et son mutualité, la connaissance de ces représentations, et des éléments que l'objectif et l'ancre, sont une importante subvention pour les autorités sanitaires, qui ont besoin de gérer ces conflits et ces intérêts.Historicamente as politicas de controle de zoonoses e de populações animais nos centros urbanos incluem em suas práticas a captura e sacrifício de animais errantes ou comprovadamente portadores de enfermidades transmissíveis ao homem. O veículo utilizado nestas atividades é conhecido como “carrocinha”, e atrai para si toda a impopularidade que estas medidas sanitárias provocam em grande parte da população. Esta rejeição, manifestada pela militância das Entidades Protetoras de Animais, tem se acirrado ao longo do tempo, tomado espaço na mídia e adquirido proporções significativas ocupando as pautas dos poderes legislativos e judiciário. No lado oposto à militância estão as autoridades sanitárias, e entre eles a população e os trabalhadores da saúde envolvidos na atividade. Este é o cenário de um conflito ético, moral e legal, com repercussões sérias para a saúde pública. Fundamentado na Teoria das Representações Sociais, o presente estudo objetivou conhecer as Representações Sociais (RS) sobre a carrocinha e o “cão de rua” construídas por três sujeitos coletivos desse dilema na Cidade do Recife: a população, a militância protetora dos animais e os Oficiais de Controle Animal (OCA) do Centro de Vigilância Ambiental (CVA), órgão responsável pelo controle de zoonoses no Recife. Pretendeu-se também identificar os elementos que participam do processo de objetivação e ancoragem dessas RS. Três artigos compõem essa tese: o primeiro dedica-se a identificar as RS referidas, construídas pela população do município, estratificada por gênero e grau de escolaridade; o segundo artigo propõese a estudar as RS sobre os objetos em questão expressas nas páginas eletrônicas das Entidades Protetoras de Animais com atuação no Recife; e no terceiro estudamos as RS dos OCA sobre o cão de rua e o seu trabalho, a carrocinha. Nos três artigos os dados foram analisados utilizando-se o método da Análise de Conteúdo. Enquanto a população, independente de gênero e escolaridade, representa o cão de rua, apesar da compaixão que eles suscitam, como uma ameaça á saúde coletiva, RS partilhada pelos OCA, os textos das entidades protetoras representam esses animais como seres detentores dos mesmos direitos à vida, mesmo que nas ruas, e como vítimas principalmente das autoridades sanitárias que os perseguem. As RS sobre os cães de rua são elementos que ancoram as diferentes RS sobre a carrocinha: enquanto a população a compreende como uma ferramenta de proteção à saúde, embora rejeite seus métodos e o sacrifício dos animais, os OCA, a representam como uma medida eficaz para, além de proteger a saúde humana, principalmente minimizar o sofrimento dos próprios animais, mas a RS dos associados das entidades protetoras dos animais sobre a carrocinha é a de um instrumento injusto, inaceitável e de tortura contra os animais. Em meio a este conflito, os OCA constroem uma RS de si próprios como uma categoria estigmatizada, hostilizada pela comunidade a que servem. Considerando o caráter indutor de comportamentos e de julgamentos, inerentes às RS, e a sua mutalidade, o conhecimento dessas representações, e dos elementos que as objetivam e ancoram, constituem um subsídio importante para as autoridades sanitárias, que precisam administrar esses conflitos e interesses.TextNASCIMENTO JÚNIOR, João Alves do.
