Intersetorialidade, descentralização e empreendedorismo na gestão pública de esporte e lazer no estado do Espírito Santo

Resumo: The goal of this research is to investigate and discuss the management of state government sport and leisure in the state of Espírito Santo, with a focus on the principles of intersectoral, decentralization of political action and entrepreneurship, as well as check (in) existence of democracy and innovation in management public. It is a descriptive and interpretive, qualitative approach, which was developed in three stages: the first was based on a literature in the second phase was carried out documentary analysis of official documents Sesport, ES 2025 development plan and Official Gazette of the Holy Spirit, and the last step was carried out semi-structured interviews with managers Sesport. Data analysis, the technique used was content analysis, which allows for a cut of the texts according to content more significant for the further grouping and categorization of response units. It was found that the state of the Holy Spirit through Sesport has developed a public administration management, with neoliberal perspectives and focus on results. Evidence were found inter-sector, decentralization and entrepreneurship so simplistic and incipient, aiming only to improve efficiency and effectiveness of public administration in view of economic development. In no time, intersectional categories, decentralization and entrepreneurship are mentioned and used as elements of democratization of the shares, access to rights, citizenship, minimizing inequalities, problem solving and social inclusion. Finally, it was found that the Sesport prioritized the dimension of sport performance, with the aim of strengthening the identity of Espirito Santo and improve the image of the state, establishing the dimensions and secondary education and sports participation

Trata-se de uma pesquisa descritiva-interpretativa, com abordagem qualitativa, que foi desenvolvida em três etapas: no primeiro momento foi realizado um levantamento bibliográfico, na segunda fase foi realizada a análise documental dos documentos oficiais da Sesport, Plano de Desenvolvimento ES 2025 e Diário Oficial do Espírito Santo; e na última etapa foi realizada entrevistas semiestruturadas com gestores da Sesport. Para tabulação dos dados, a técnica utilizada foi à análise de conteúdo, que permite realizar um recorte dos textos de acordo com os conteúdos mais significativos, para o posterior agrupamento e categorização das unidades de respostas. Constatou-se que o Estado do Espírito Santo via Sesport tem desenvolvido uma gestão pública gerencial, com perspectivas neoliberais e foco nos resultados. Foram evidenciados indícios de intersetorialidade, descentralização e empreendedorismo de forma simplória e incipiente, com intuito apenas de melhorar a eficiência e eficácia da gestão pública, em vista do desenvolvimento econômico. Em nenhum momento, as categorias intersetorialidade, descentralização e empreendedorismo são mencionados e utilizados como elementos de democratização das ações, acesso aos direitos, cidadania, minimização das desigualdades, resolução de problemas e inclusão social.
