Resumo: Several researches have been developed to qualify municipal districts consumption potential. It aims to aid investors and government leaders in their decisions. Generally the approaches developed in this context use algorithms that are compensatory, in general based on the weighted average. This article presents an original approach, based on multicriteria decision aid (MCDA) principles, to solve this problem. Through an application sample, a contrast between this approach and the Index of Municipal Quality (IQM) is established.

Em geral as abordagens desenvolvidas neste contextoutilizam algoritmos de classificação que são compensatórios, em geral baseados na médiaponderada. No presente artigo apresenta-se uma inédita proposta de emprego defundamentos do auxílio multicritério à decisão para a resolução deste problema.
