The users’ perceptions about performance of Information Systems in finance city office in three big cities of Rio Grande do Sul

Resumo: The role of city public manager has been passed for a critical stage of collections and responsibilities from public society. For this question, the manager must define methods and decision maker tools such as account indicators, Enterprise Resource Planning, Manager Information Systems (IS) and Decision Making Information Systems, looking for information’s quality to understanding and planning his acts. The present study aims to verify the Information Systems end user’s satisfaction degree in finance city offices. The research concludes that, although to be now a natural practice, the simple use of IS don’t make possible the satisfactory function of financial office. The training of IS end users and technical support are fundamental, independent of the hierarchic level. The exceeded technologies provide low satisfaction user index. Non-integrated systems present considerable lacks in data organizations and presentation to end users. Independently of technological structure used, the adaptation of new laws, such as Fiscal Responsibility, is very difficult.

Neste sentido, cabe ao gestor definir metodologias e ferramentas de apoio a decisão, tais como indicadores contábeis, softwares de gestão integrada (ERP) e Sistemas de Informações Gerenciais ou Apoio a Decisão (SIG e SAD), buscando informações gerenciais de maior qualidade e abrangência para que haja um melhor planejamento e uma maior compreensão das atitudes gerenciais e políticas. Este estudo possui como objetivo principal verificar o grau de satisfação do usuário final dos Sistemas de Informação das secretarias de finanças de três grandes municípios do Rio Grande do Sul. A pesquisa demonstrou que, apesar de ser já uma prática constante, não é o simples uso de um sistema de informação que possibilita o funcionamento satisfatório de uma secretaria municipal de finanças. A informatização deve ser seguida de um bom treinamento dos usuários, independente do nível hierárquico, bem como de um eficiente suporte técnico que abasteça e sustente todo processo. Quanto mais ultrapassada a tecnologia utilizada, piores são os índices de satisfação entre os usuários. Os sistemas não-integrados possuem desvantagens consideráveis, principalmente em relação a apresentação e organização dos dados para o usuário final. A precisão e satisfação com os cálculos efetuados o índice de satisfação ainda fica aquém do esperado.
