TECHNICAL PROFESSIONAL EDUCATION IN SÃO PAULO AT THE ANTECHAMBER OF HIGH SCHOOL REFORM:

Resumo: | In light of the perspective of secondary education integrated to technical and permanent education, based on Gramsci, Beisiegel and Moraes, the article discusses that the Vence and Novotec Programs, at Centro Paula Souza, anticipated the reform of secondary education in the State of São Paulo tending to be a model for reform in other educational networks. For the policy analysis methodology, a documental source of legislation referring to institutional programs and institutional archives, including data on students' enrollment, cities and technological areas of the courses. In conclusion, these programs tend to deepen the duality in the state education system, and also to prepare students for the precarious labour market, allowing us to question the future of integrated courses. Para la metodología de análisis de políticas se toma una fuente documental de la legislación referente a los programas y los archivos institucionales, incluyendo datos sobre la matrícula, las ciudades y los ejes tecnológicos de los cursos. Se concluye que estos programas tienden a profundizar la dualidad en la red educativa estatal y también a preparar a los estudiantes para el mercado laboral cada vez más precario, lo que nos permite cuestionar el futuro de los cursos integrados. Palabra clave: Centro Paula Souza; cursos integrados; Programa Vence; Programa Novotec; reforma de la escuela secundaria.Na perspectiva do ensino médio integrado ao técnico e como educação permanente, o artigo discute que os programas Vence e Novotec, no Centro Paula Souza, anteciparam a reforma do ensino médio no Estado de São Paulo com tendência de serem modelo para a reforma em outras redes de ensino. Como metodologia utilizou-se fonte documental da legislação referente aos programas e arquivos institucionais. Conclui-se que estes programas tendem a aprofundar a dualidade na rede estadual de ensino, a preparar os estudantes para atividades laborais precárias e, ainda, ameaçam o futuro dos cursos integrados.
